[applause] >> our partnership with hud and the va is at the forefront. as the mayor in decaturh,enry alvarez is at the forefront. our regional representative is under available -- unavailable to be here today. but the deputy director is here to deliver remarks. wayne? >> i want to thank you and good afternoon. as the hud deputy regional minister, i am honored to be standing here withhope director bevin dufty and mayor ed lee. my federal colleague from the san francisco veterans affairs medical center, and our private sector property owners -- we must help support this housing program for homeless veterans. the 100 days program as part of a larger national effort called 100,000 homes in which hud and the u.s. interagency council on homelessness are working with local communities around the country in a bold initiative to end chronic homelessness for the most abominable on our streets. this national effort was launched -- the most vulnerable on our streets. this national effort was launched. team is made of of local leaders, housing authorities, hud, the n

there is not one d city in this country in compliance with section 3 of the hud act. secretary of hud today donovan, he ran new york's public housing. he didn't comply with it. so when -- and congresswoman velazquez has taken it. she tackled this about three or four years ago. it didn't go anywhere. but if we just enforce it. if the hud secretary would say comply, jacksonville, florida, or you're not going to get any more money. jacksonville, florida, was found not in compliance in 1993. it's 2012. they still aren't in compliance. secretary alfonso jackson threatened them. they didn't do it. >> all right. okay. that's -- sorry, taking a lot of notes on that. i want to go back. that's -- listen, its money set aside and it's being hijacked, we got to figure it out. i want to go back to ruth jones, in part because my mother's name -- i'm sorry, did you want to comment on that real quick? okay. >> yeah. i was just saying today we're talking about when she was saying educating the children on how to start a business. and that sort of thing. the day is pretty much gone for

we're working to find homes for chronically-homeless veterans who have a hud voucher. specifically the goal is to find housing for 50 veterans and 100 days. to accomplish this, we need owners and lamb motor -- and landlords to join our efforts. we know we have a long way to go before we can call this effort a success. it requires sustained engagement by the community. as for the housing choice voucher program, also called section 8, rent paid to landlords is comparable to rent received on the open market. i wanted knowledge the heavy lifting in the homes for heroes program is being done by the va case workers and the staff at the san francisco housing authority. the administration has made a commitment to in veteran homelessness by 2015. we'd look forward to working with local communities to achieve that goal. i would like to thank community partners for that dedication to continue making homes for heroes of best practice to eliminate homelessness for veterans. our veterans deserve nothing less. to 100 days has already begun. there is only 70 days to go. thank you very

the hud budget over the next years has been you know huge cutbacks in the hud 202 program, and the programsere each one of them are looking at potentially the low income housing tax credit program as being the solution for it. while they haven't increased the allocation of the tax credits out there, so it's not a case of more credits being available to do more housing, so we have got increased numbers of project sponsors from everything from supportive housing under the program 202 developers to what would be your mainstream tax credit developers all looking for the same credits, and what we have seen sort of in the competition for those credits at the state levels have been competitions of 3-1 to the credits becoming 5-1 or six to one and it's not a case of that many properties that are being sponsored having flaws in them. they are all good properties and all needed, but again competing for this dwindling resource under the tax probe and that is supposed to be a solution to being able to provide affordable housing we have. so again, what we have seen i think, which is encouraging, is a la

hud has housing in their name. we have worked closely.omething immediately. we work hand in hand. with the tennessee floods a couple of years ago, we were looking at houses lost. a lot of people were being displaced. our great partners from hud got in there immediately with us. we were able to move people from one section 8 housing to another. they never had to go into fema housing. they did not have to move from place to place or program to program. we are able to move them into what would be their permanent homes. moving forward by that and focusing on what needs to be done as we're looking at a housing and challenges as we move forward. next we have infrastructure systems. i am not sure if anyone was able to join us from the corps of engineers. great. it is great to see you. çwe know the corps of engineers goes around the world building things and looking at roads systems, utility systems. it is not just the corps of engineers. it is looking at things we need to reconstruct. how will we do that? how do you wanted to come back? natural

back in the '70s when i was at hud, i was supposed to be the prudential regulator, but, of course, that was only supposed to be 1% of my time. it was like with one eye shut. they really weren't going to be serious with prudential regulation. they had a lot of people involved with making frannie and freddie getting housing goals. it amounted to me making one call a year to david. david, how are you doing today? >> it's great. >> as i look at your books you're $10 billion under water. yeah, who cares. our debt hasn't risen. c what different does it make? how many financial analysts do you have in that shop? he says i think there's one guy down there writing newsletters. i said how about legislative affairs and people, you know, in charge of the care and feeding of hud? he said there must be 50, 75, they're growing like crazy. that tells you what you really needed to know. they didn't face a bankruptcy con straight. so why, and this is the end of my story, but why it happened, why did the fm crisis become systemic? well, even through all this peshd, never reached the home ownership goal. g

because vouchers are being handed out by hud and these programs are being facilitated, but we do needto make sure that there's sufficient services available to address the psychological and-and the substance-related issues that a person may experience. and how do people gain access to that information in order for them to go and basically, i wouldn't say demand, but really negotiate for those types of services, barbara? well, there has to be coordination, and one of the things that the affordable care act is gonna offer is also case management, and hopefully through these case management services there can a seamless transition from recovery into the community, and the fair housing act, you know, prohibits discrimination against people in recovery from housing because that's considered a disability. so, you know, theoretically going forward, there should be this seamless transition with support through aca and, you know, the coordination with the providers. dr. clark, are home and community-based services an effective way of serving persons with disabilities? well, again, you have to

prior to his work at freddie mac, he was chief economist for hud. kevin has held a variety of teaching positions including positions at the university of southern california. he's also helded adjunct positis at purdue and george mason university. certainly gets around the academic circle quite a bit. dr. villani has been instrumental in the development and an introduction of many of the innovative financial instruments currently in use. he has written or co-authored approximately 100 books and articles and has edited several academic journals. he has a b.s. in mathematics from the university of massachusetts at amherst and a ph.d. from purdue. perhaps more importantly than any of those accomplishments, at least in my view, kevin is also the author of two recent cato policy papers. the most recent paper is "what made the financial crisis systemic" while his early paper is "the subprime lending debacle." both of these can be found online at www.cato.org. i want to welcome kevin to the podium. hud has interventions also. there is no single solutions cahal. one of the things that does matter i have seen between the hud and the the a what i have seen has been phenomenal with great man gauge meant of this housing program reignited as a program thinks to senator murray and i had us chance by a half helped to create hud/bash trying to solve homelessness. it was a fantastic success. there are few examples i have never seen where two agencies work together well to code mr. a single program. it is not easy to do. one entity may not be good everything. but today to there are 40,000 vouchers and it makes a huge difference because the vast majority goes to those who are chronically homeless for extended period of time and without a permanent solution will never get off the street and cost exorbitant amount of funds. it cost about $50,000 to do nothing because they bounce around from hospitals and jails then they are still out there so the country incurs exorbitant cost to lead to the failure continue as opposed to providing a real solution to end
