i was with hud and hud provides funding to a number of city departments. so obviously there was a conflict with that. in the 10 years that i've been watching this more intently what's going on with the ethics commission, what i've seen is a commission that's not familiar with how san francisco politics operates so it has relied heavily on the staff. that issue has come up with several other speakers. let me give you some examples you may know. the ethics commission forwarded to the board of supervisors a proposal to allow contractors at redevelopment agency and the housing authority and other agencies to make contributions directly to the officials who decide on their contracts. and they did so saying that the mayor and members of the board did not know who the contracts were at redevelopment, at treasure island, at hunters point which i think common sense will tell you someone should have said, how can you tell us that they don't know who those contractors are. they were going to open the door. fortunately the board of supervisors did not accept that. at

hud have an interesting challenge around this western baby boomers. we were an agency founded in 1965, had a huge surge with all the urban challenges we had him a with interns coming in -- we had, with interns coming in -- a faust was an intern -- lot of those folks fade and build great careers. we have more retirement eligible employees as a share of our employees and any other agency across the federal government. this is a real challenge for us. on of the things we can do is use social media -- we dealt a system, a hud connect and it has spawned all these interest groups where folks are sharing ideas, thoughts about the agency, knowledge in ways that we could never create just by saying, we will start a group for x or y. we started to connect those employees very intentionally to our younger employees. we have an under five group, meaning they have been -- not that they are under five years old -- they have been at hud for less than five years. >> so the analysis of impediment for choice is a five year document that the housing development or hud identifies what are the impediments for housing choice within our jurisdiction and requires us to take appropriate actions to overcome the effects of any of those impediments and we are required to maintain records to reflect that analysis and actions we take. so some of the findings we have found with the analysis of fair housing include like discrimination for particular protective classes, affordability is one of the impediments as well as and of course access, just general access to housing that is affordable to certain populations like seniors or disabled or other classes. so next is an existing, one of the findings was trying to analyze our affordable housing that we try to finance in our portfolio. this is a findings of about 8537 affordable housing units that we over see that we helped finance over the years. so what we have found are units that are occupied by persons with an impairment, they are 1333 of those units out of 8537, about 16 percent of the housing that we assist
