but i am curious, does hud have or is hud developing any different metric? i mean, how many people actually get to escape poverty? how many able-bodied individuals are able to escape poverty to move beyond section 8 housing and maybe at one point enjoy the dream of home ownership? does hud have any way to measure this? are we looking at this wrong? should there be a different metric of success for what you're doing? >> there have been a number of studies over the course of decades. and as was mentioned in your opening statement, there hasn't been a tremendous amount of progress there. this is not because the people who have been there have had bad intentions. i think they have very good intentions. but we do have to look at the fact that we're not making a great deal with progress with poverty. and that's why we are looking to reform this whole thing. and really looking more at the person than at the housing complex. housing is a component of developing people. we have to recognize that we only have 330 million people in this country. we have to compete in t

hud has not published its process. they have the ability to insist upon things like robust and longer affordability requirements but the process is frankly unknown. have you gotten involved with this? it is a big issue. >> we have a very well formulated group that deals with these kinds of issues and, they will deal with this one in the same way they deal with all such issues. there will be anything done differently. >> so they have not kept you appraised of what they're doing. >> are you satisfied with the progress they are making? >> they will handle this as they have handled all things. >> so you don't know, they have not kept you appraised, you don't know whether or not the process is working so, i would like a full accounting of the process that your department is planning to employee including all decision points and who will make them should this process move forward and so, i want you to commit to that because again, this is a big project that is owned partially by the president of the united states, and i want

. >> i don't own a home, but i'm in subsidized housing with hud. is about 25 of us we have fairly nice appointment apartments, the pay for heating. i paid in taxes and my wife died a few years back so i had to sell the house and move in here three years ago. when i moved in hud increase the rent by $48. that was her request from this royalty company. so now they're asking for another $25 rent increase. slick $73 in three years. we've drafted letters and we wonder what we can do to talk to hud and find out. we just don't want this rubberstamped by this royalty company asking them. so what can we do? >> you want to give any advice on that? >> guest: glad you're able to access these benefits and receive help through subsidized housing. it's unfortunate you've experienced those rent increases. in terms of specific courses of action for you personally, i'm not sure am an expert enough of the inner workings that i can provide much help. so what i will say is that the issue you raise is important in the billy goes back to what i've seen earlier about thes

fema's an individual assisted program as well as the family program as well as the hud housing program as well as sba and can do the small business loans. and sba can particularly, the small business, it has a loan on that small business. sba can come in and rework that loan and then loan them money to build their business back with low interest. one of the things they've been asking to do is work with fema and to make sure that we maximize all the different federal state funding streams and then identify the void that's going to be there and there will be voids. and the non-profit help fill the voids to help people get back on their feet. >> since you work with fema, mr. witt, there have been reports that some undocumented immigrants are afraid to speak of federal aid out of fear of immigration authorities. on thursday, five california congressmen wrote a letter requesting confirmation that fema will not disclose the immigration status of fire victims. what is fema's process for how immigration status information is handled? >> you know, i'm not sure what the policy is today. i know a
