codifies hud's mission statement and statute and requires hud to reverse the harmful actions the trump administration has taken to weaken fair housing. it is also important to recognize that as technology has evolved, so, too, are the ways that americans are searching for and finding housing. a recent study found that 73% of all renters use on-line platforms to find housing. regulators must be proactive in scrutinizing on-line platforms where housing is advertised to ensure that the algorithms and targeting tools are to the being utilized to discriminate against minority groups. it is a positive development that following public pressure from advocates hud reversed its decision to halt this investigation into facebook and allowed hud's office of fair housing and equal opportunity to charge facebook with violating the fair housing act. however, much more must be done to ensure that digital platforms are not being used for housing discrimination. i look forward to discussing these matters with our panel of experts and hearing their insights on fighting discrimination and ensure there are

hud has done. it has issued a charge, which tells you what if found, but i'm not sure what its methodology was. i can tell you what we did, if that would be of interest. we created for the purposes of this test -- what's the word that i want? a management company, right. we said to facebook that we had apartments we wanted to rent. we went on their site to their ad portal and looked at the characteristics that they let us use to either include people who would see that ad or to exclude people who would not see that ad. we were able to get ads approved by facebook that included the use to exclude people. it was a form of testing in a way. we were able to see for ourselves by posing a potential landlord that the tools that facebook made available enabled us to discriminate. >> as we proceed on looking at -- and dr. olsen, do you want to add to that from zillow's point of view? do you have any thoughts on how best to -- for hud, for example, to root out that kind of thing using social media? >> you kn

we also -- there was a federal programme called the hud section 11 for developmentally disabled and hud cut that and we use those when we can. so we continue to have some units online for those, as well. veteran's housing. during the obama administration, there was a big push which mary lee embraced to get more veteran's vouches out in the community so that homeless veterans could be safely housed. we were able to take advantage of that. we have two buildings devoted to veterans within our portfolio and foo more in th two more in . preservation, we've talked about this a lot, the small and large site's acquisition programme. 200 units so far have been preserved as affordable housing, 133 more to go and we have funds at 40 million that will expand that number and we have to be more creative how to bring preservation to the western neighborhoods and expand it generally. public housing is an essential programme that is an anti-displacement programme and homelessness prevention programme given the incomes of many public housing residents. we are going forward strongly with sunnydale and pat

i think it only takes a quick look at hud line to realize that we are having about a business a week closing in upper market. we they had to do something about it. as i mentioned, the report suggest that among the reasons for vacancies are the more restrictive conditional use authorization requirements and not in other commercial corridors nearby including the valencia street in hayes valley. in upper market it took average 332 days for an applicant to secure a conditional use authorization. when combined with other permitting requirements, the entire process can take years. for many applicants, that means two years or more of paying high rent on a storefront that hasn't opened yet. in a neighborhood struggling with vacancies the city ought to be doing everything we can to attract businesses and help them to open as quickly as possible not making it more difficult, time intensive and expensive. our office worked closely with neighborhood stakeholders including the castro merchants association, eureka valley neighborhood association to develop the zoning changes we are proposing to he

highlighting is the introduction of what's called coordinated entry which is a best practice required by hud. san francisco is years behind a coordinated entry in which people are assessed through a single assessment tool and then referred to the appropriate services rather than asking people to get in multiple waiting lists. along with that is the single data system trying to merge is a databases the city had previously and the many nonprofit organizations that had their own data systems. also, we talked about briefly, introducing problem-solving, which is known as prevention and diversion in order to provide lower cost interventions to help people quickly exit homelessness. this is a map that was done by the folks who work on the otherr strategic framework. a map that existed previously and this is a map of where we are trying to drive towards using coordinated entry in which everybody comes into the system is assessed using the same tool as offered prevention and diversion services. if they are not successful, prioritizing people for various interventions that we have. in addition to all
