first, hud could serve as useful facilitator between state and local policymakers that are currently experimenting with pro housing policies. regular convening between policymakers and researchers would allow them to share insights on how policy changes are working in real time. second, hud should develop and share clear, accessible guidelines on best practices for policies that support housing production in different types of local and regional markets. third, hud and dot should offer financial incentives that encourage local and state governments to better integrate their investment in housing, land use and transportation. the bipartisan infrastructure law offers some models for how to do this. to courtney these activities, hud should designate a staff member to focus on housing supply and wages as her primary responsibility. housing affordability has become increasingly urgent for many americans over the past decade. cities and states are experimenting with zoning reforms to increase housing supply and create more diverse options. the federal government can better support those ef

the transportation housing urban development and many agencies, t-hud portion of this package, where i am the chair and i work so closely with the vice chair, senator hyde-smith, provides $99 billion for homeless assistance, infrastructure development, the operations of the faa and amtrak and safety oversight of our transportation systems. it does not include everything we wanted because it was negotiated to be in line with the spending caps set by the debt ceiling budget agreement. but it still makes meaningful investments to improve housing access and the reliability and safety of transportation nationwide. i want to thank again my counterpart on the t-hud committee, ranking member cindy hyde-smith, and i want to thank the subcommittee staff on both sides of the aisle, the leadership staff, our personal office staff, we come out here and it's our name on the door and bumper sticker and we're going to talk about the work that's being done, but anybody who knows the legislative process, we know we're not the ones actually executing, we're not drafting the legislative text. it doesn't

the rules would -- we've got processes under the hud code where every, every plan for a house is engineered and approved. the rules would cause us to basically have to redesign every floor plan because of costs that are add added in the weight of the house, the thickness of walls, the elevation of the roofs, number of windows that could be included. so it's really a complete redesign of all of our designs, and we'd then have to go through a recertification profits a lot of the costs involved are the actual changes to the design. once you get through that process. but the other thing that's still undetermined is how the doe rules would actually be tested and how they'd be, you know, how the compliance process would go. we estimate that that could cost another another $1500. and what i'd like to point out is, you know, we're talking about -- it's hard to give you one number as far as the total cost because we've got different house designs, and every one's going to be a little bit unique. but i think a rough number might be for the actual changes to the design might be in the range of $6,000.
