. >> congressman frank, there's a report in the "huffington post" that the president told democrats the white house was, indeed, considering using the 14th amendment if it came to that, if it was stuck and there was nothing coming from the congress to the white house to raise the debt ceiling. did you hear the vice president say that, can you confirm that for us? >> no, i think that's a -- i think that's people hearing more than he said. he did say that he did not think it would be even possible to think about it unless there was a dire emergency, so in other words he wasn't saying the president would have used it in that case, i guess i would say he was saying a dire emergency would be a necessary condition for invoking it, but maybe not sufficient. and i must tell you, i think that invoking the 14th amendment would have played into the effort to delegitimize democracy in the government and i've been one of those very critical of the overempowering of the executive under george bush, and unfortunately in the military area, president obama has done a little of that. this would be a grea

sam stein of the huffington post, he quoted on 16 separate occasions, michele bachmann to petition the federal government for direct financial help or aid. a large chunk of those requests for funds set aside to president obama's stimulus program. which bachmann once labeled, and here's a question about jobs. i want to get to policy now, not just politics. the question of job creation. it seems to me everybody when i grew up want add military base near their house because it meant jobs. like the aerospace program. meant jobs. boeing in seattle, meant jobs. the idea the federal government can't create jobs doesn't seem to be questioned locally, even by people like bachmann. they want a chunk of the action if the government's going to spend the money. do federal programs like the stimulus bill that creates job do they create jobs or not and if so, what's the problem with doing them? >> i hear both sides of that argument. i hear companies that say we didn't add anybody on but had to change our bookkeeping to say we did because they insisted we recategorize employees because of stimulus mon

joining me now, alex wagner, reporter for the huffington post and mooes analyst. alex, are members of the right purposefully ignoring constituents in your opinion? >> you have the videotape to prove it, right? look at where we are at as a country. if you look at the latest gallup polls, congressional approval is at 13%. disapproval rate of well over 83%. this is the lowest that it has been in the history of this polling. there is real anger, real frustration and you have to think it is a gross miscalculation on the part of the gop. to not only listen but to some cases charge them when they are having these events. especially at a time of fiscal hardship and to your point, a party that has preached this sermon of returning government to the people and transparency. >> that's what bothers me. you are not talking about people that, the machine, club house kind of political enentities elected. these claim to come from a people's movement. we are mad. washington is broken. we are angry and we are going to bring the people to washington. >> exactly. >> how do you have a

alex, you have "the huffington post" and others reporting on this that congresswoman bachmann or at leastasions tried to receive federal funding, including the stimulus, that as i pointed out that she has fought against and disagrees with greatly. what can you tell us about what's going on here? >> well, tamron, this is one of these stories that it's almost predictable that you have your small government conservative candidate, relative political newcomer getting hit with this kind of research file. michele bachmann obviously has voted no on virtually every expansion of government under the obama administration, "the huffington post" saying she asked for government funds, remains to be seen whether this is the kind of thing republican primary voters will be concerned about. she was a tax collector for the irs and that didn't really seem to put a dent in her popularity, just the strength of her message. >> this could be different. three separate federal agencies saying that 16 separate times she petitions for federal government for direct financial help or aid. i mean, that doesn't seem, a
