i am a native residents of bayview-hunters point. first of all, i would like for you to approve this particular project. i also served on the city commission in 1970 when this project first came aboard. we blessed it then. that particular time, we were representing some 65,000 people in the community, which was a part of visitation valley. our boundaries were from geneva, bay shore, all the way to highway 280. we represented some 65,000 people. we were voted and elected by people in our community. but the irving corporation came to us in the early 1970's and asked for our endorsement on this project, which we did. we got a lot of things from them -- we got a lot of thanks from them. to this day, the corporation has lived up to the agreement. they make sure that people in the community are working. the major people in the city are working. also have an opportunity that we have 35% of our contractors being a part of that project, which they have built up to. we also had the opportunity to have business opportunities in the project. so

hunter: it's a continuum. at one end, you have your regular maintenance that you do every day on the system, and at the other end, long-term planning so that every year we're repairing, replacing the right things, and we don't have to do it all at once, which is, quite frankly, what we're having to do in atlanta now. griffin: we have thousands of assets that we have to keep track of. we have to always know their condition and continuously plan for their refurbishment at the right time. one of the things we're required to do under the consent decree is inspect our system. we're trying to find where there's leaks. so we blow smoke into the sewer pipe. man: we're locating places where water from the surface to the ground is running into the sewer pipe and overloading the system. hunter: we have 1,600 miles of sewer. we are evaluating every linear foot of that system. is the pipe leaking; are you having a lot of infiltration or inflow? thornell: every time it rains, water will come down, go into the pipe, enter th

our product areas in district 10 are bayview hunters point, and the hunters point shipyard, basically. our biggest budget question this year -- if you have not been reading the newspaper -- is whether or not we will be around. the governor, as part of his budget in january, proposed the elimination of redevelopment agencies statewide. the current status right now in sacramento is that the governor does not have the 2/3 votes needed to actually move that proposal forward. there is rumor that the proposal may be redrafted in a way that will allow him to pursue a majority vote in the legislature. it is not clear as to whether or not the majority is there to eliminate redevelopment. that all being said, we are presenting a budget to mayor lee and the board of supervisors that assumes we are around. that budget has a few priorities when it comes to district 10. i'll go by project area. in visitation valley, you will have noticed probably by now that these locks and is not there. that is a redevelopment project area. we will be working this year to put together the agreements that will revi

i am from bayview hunters point. my understanding in the coming here was to discuss what was happening at a site in bay view hunters point, a shipyard that was closed in 1974. he talked about the regulatory agencies. in three minutes, i cannot give you the story of how this began. it began in 1990. we were having birthdays in -- earth days in bayview-hunters point. they said in southern california they had rat boards. there were no closures in northern california. i had to raise my hand and state, i am from san francisco. the shipyard closed in 1974. as i am speaking to you today, there is a process going on to close the presidio. the advisory boards were set up to make sure that before any land would be transferred from the shipyard, that it could be approved by the board. because there were two other committees that had been set up, dealing with the shipyard, the citizens advisory committee, you had the redevelopment agency that came later, the board spoke to whether or not that land would be transferred. in 2000,

program was to make sure that as research and implement a redevelopment program here in the view-hunters point, that we focus on all aspects of redevelopment, including making sure that we are committing resources, time, and energy to improving the lives -- the quality of life for existing residents and homeowners. this program was created for that purpose, and it has three components to it. one is the private realm where we have provided low-cost loans in order to deal with deferred maintenance issues, or upgrades to do with code issues. the second component has to do with the public realm, and much of what we will be talking about is that. streetscape improvements, traffic calming, dealing with flooding issues, and things like that. the third component really is a kind of bread that runs through everything. that is that we are using kind of a community organizing approach to accomplish the two things i mentioned earlier. everything you see here is happening because of the hard work of the people who live on this block, which is a very important thing.
