cheryl hurd is live with that part of the story. cheryl? >> reporter: we are live here in front of don lee's home here in san ramone. he is one of the missing. the yellow car you see here belongs to one of the survivors. he's making his way back here to the bay area. meanwhile, the lee family tells me they are holding out hope he will be found alive. family members got a briefing late thursday from the u.s. coast guard on search efforts in mexico. the family wants to know exactly what's being done to locate the seven still missing in the gulf waters. >> our main hope is they made it to land or if they were in the water still, it's still survivable. so it did give us hope, because they never said it's not looking good. >> reporter: the coast guard searched for six straight hours, 60 miles south of san felipe. an nbc news camera was on board as the c-130 zigzagged back and forth over an area where mexican officials believe the seven americans may be located. >> locals have said that fishermen can go missing up to seven days and still be found

we bring in cheryl hurd who joins us live. how serious is this and what does this mean for his recovery? >> reporter: well, there's been no comment from stow's doctors here at sf general. but his family wants supporters to know how he's doing. they say that his emergency surgery gave the family quite a scare. >> there are other causes for food collection after a bone flap replacement. >> reporter: the doctor has been tracking brian stow's progress since he suffered a brain injury after being beaten at a dodgers game in march. he says a buildup of fluid on the brain and a 30-second seizure is not uncommon for patients in stow's condition. >> there can be simple reaction to surgery, inflammation and infection related to surgery or just simply bleeding. >> reporter: he says there's no way for him to know exactly why brian stow had to have emergency surgery tuesday. he said he reads the family website where it was reported that stow had massive amounts of fluid buildup that caused that 30-second seizure. during the surgery, doctor

hurd beth was likely preventable, had a criminal history -- heard debt was likely preventable, had a history of her suspect been shared between departments. in 2002, the commission on the status of women produced a report that recommended a variety of improvements, including the development of this system. at the time, $6 million had been spent on the justis project. that was nine years ago. in 2007, the report that i am holding reviewed the project. that report slammed city government forbade the mismanaging this long and overdue project. among the findings, it found the project lacked strong budget management, project management, or executive leadership of the mayor's office of criminal justice. in 2010, the justice project -- justis project had expanded. i have heard that we have spent about $22 million. i have yet to give precise figures. in the first in months of 2010, the project had four leaders at the department of technology, but we never were told when the end date on the project would happen. last year, we held a hearing in march, to ask for a status update. we were told t

how do you get over that hurd >> there's got to be a way through. i was a business guy for 20 years before i got involved in politics. it makes no sense from an economic stoirks put our country through this kind of back and forth again six months from now. with the economy as fragile as it is i don't care whether it's a republican idea or democrat idea. as a business guy that makes no sense at all. so if there's needs be triggers, if there needs be making sure we get stuff done, if there's needs a new commission that's fine. let's make sure we gate vote on something that is comprehensive, that's bipartisan. that's the only thing we're asking or at least i'm asking and a third of the senate that says hey, if not the gang of six plan let's do something else that's comprehensive. it won't happen in the next three days but hopefully happen in the next six months. i don't think there will be any appetite and increasing number of republican senators who are saying hold on we don't need to go through this same political kabuki theater six months from now.
