my name is danielle hutchins. i'm from the association of bay area governments and i just wanted to respond to mr. jacks' opening question about what else we need to do to be prepared for a next earthquake. i would like to advocate for a regional perspective. obviously cities must be prepared, neighborhoods must be prepared to take care of their own cities to bring those back. but we have a number of regional issues that we're going to face and lifelines and our utilities and road networks, housing, regional economic development. and i think it's really important we look at that as our bay area region, as our bay area identity. so along those lines i wanted to -- passed out an invitation to a workshop where we're going to begin to look at some of those regional issues. it will be at november 1 at ames. i hope everyone can attend. >> the importance at looking at a regional level is half of our work force lives outside of san francisco. so looking from a regional perspective, i think that would be really important t

sandra hutchins was appointed and later elected as orange county sheriff. >> there were some folks whoe frankly, in the jail. the folks involved with chamberlain are no longer with us, and so we did our own investigation -- internal investigation and dealt with that and did quite a few reforms in the jail. >> those reforms included the removal of all privacy walls in the housing units and the removal of tvs and other electronic devices in security centers that could distract deputies. new state-of-the-art surveillance cameras have also been installed throughout the jail. there's been an increase in staff training, and supervisors are now required to be more directly involved in routine activities. >> i guess if there's a silver lining to this tragic homicide, it's the fact that the orange county sheriff's department and the orange county jail are better than they've ever been before, staffed by the highest qualified professionals who are dedicated to their profession. >> the changes have not gone unnoticed. even carlstrom admits that life in jail has improved. >> the respect level is u

. >> few people know that better than orange county sheriff sandra hutchins. among other things, she runs orange county's other gated community. the orange county jail. >> it is dynamic. every day is a bit different. so you constantly have to be re-evaluating that and the folks work in the housing areas are very astute at identifying problems early on and that's the key. you're dealing with a population that doesn't want to be there, they're not necessarily there with people they like, they're probably facing some very challenging times in their lives. >> the greatest challenge for many inmates in the orange county jail is uncertainty. unlike prison inmates, who have already been convicted and sentenced for crimes they have committed, most jail inmates stand charged with crimes, and are still working their cases through the court system. the process can take years. so some try to make their jail cells home. >> this is the living room right here. we keep the books and the magazines and trash. this is the kitchen where we eat and everything. this is the bathroom
