hyams. i think this is a really important contract. i really appreciate the idea of storing power during times of excess to be used during times of downturn in terms of sun or wind. i know that this is solar. actually happened to have visited there within the last six months, when i went down to joshua tree. this is not too far from that area, so i'm familiar with it, but the thing that gives me pause is the community benefit. this is a $288 million contract, and as i understand it from the b.l.a., only 375,000 in community benefits are being provided to the surrounding community. i find that to be wholly insufficient. if there were something that were being done in our community, there would be no way that a contractor or a contract of this scale would be allowed to get away with that small amount of community benefits. as much as this has a tremendous environmental payoff, there are some environmental impacts to the surrounding community that's there. this is a border town between california and arizona, as you know, it's in a very i

and director hyams, and this is probably a question for miss frank -- we don't have to go back to the slide but -- presentation, but i note that on slide 5, that is specifically talk about rate increase at 4% and the dollar amount that bring to the average residential and small business customers. the question that i do have -- >> president walton: just real quick, and my apologies, supervisor chan. i forgot to make sure that, colleagues, for the record, we are convened as a committee of the whole to hear and take public comment on the electric generation rates and charges submitted by the p.u.c., so this public hearing has been in effect, and i want to make sure it's been officially open. thank you, supervisor chan. [please stand by] -- when we were referring to the clean sf portion of the bill. so i apologize for the different percentages there. it's one of the complexities that we have to deal with when talking about clean sf power rates. >> so the dollar amount listed in slide five which is $15 per small business, that is the only the 4% increase but not really the total dollar? >

my name is mike hyams, and i'm the director of the sfpuc. the contract amendment before you today would add valuable battery storage capacity to an existing long-term contract to purchase solar energy from the blythe project. the addition of battery storage to the solar facility would provide a number of benefits to cleanpowersf and its ratepayers. first, with the addition of battery storage, cleanpowersf will be able to deliver the amount of energy produced by the project. for example, it will be able to store the solar and release it when demand on the grid in san francisco begins to peak. cleanpowersf can also help reduce the grid's reliance on fossil fuels to supply electricity when energy from solar and wind may not be available. partly due to the operating flexibility i just describes, adding a battery to the project will also provide significant resource adequacy compliance benefits to cleanpowersf. this is applicable to all entities that provide electric services to customers, including cleanpowersf and our utility hetch hetchy power

my name's mike hyams. to address your ontario, the point you just made, chair chan, yes, i'm very happy to schedule regular briefings on topics of issues of the commissioners to help electric sector. it's always complex. we're always learning quite frankly. so thanks for those initial remarks. i did want to just start with some logistics. although they're co-mingled, we've really got two presentations covering two different p.u.c. programs and so i just wanted to lay out our plan. i'm going to start by providing the cleanpowersf update. once i present those items, i'll turn it over to my colleague, julie ortiz. she's the water conservation manager for the water enterprise and she'll present on water conservation programs. we are also joined by edith casterina. if madam clerk could please give her presentation access, that would be appreciated. and then a question for you, chair. would you like us to pause between the presentations and take questions or wait until the end of our presentations and then answe
