the victim has been identified as katherine alvarado of hyattsville. chris papst spoke with one of her friends tonight and has this update. trail whereis the the body was found come just a half block away from where she lives. tonight, family and friends say that her boyfriend is in a gang that is known for violence. according to family friends, this is katherine alvarado, as seen on facebook. in they was found 7:20 morning on new year's day along the popular northwest branch trail, which goes from hyattsville to silver spring and wheaton regional park. detectives do not believe this was a random killing. >> words cannot explain the pain. a gooddaniel sanchez is friend of alvarado's mother, who was from nicaragua. >> she is not eat or drink or sleep. chris: katherine lived in their hyattsville home with her mother and brother. she also said her boyfriend was in a gang? >> yes. chris: a few hundred feet from where katherine's body was found they found gang graffiti, and they say that gangs are strong here. so strong, she moved. >> i don't trust this nei

a woman's body was found along the northwest branch trail in hyattsville. our stephen tschida is there live with what we know right now about this case. stephen: about 7:30 this morning, a man jogging along the trail discovered a woman's body. right behind me. we have video of what went on here after the first 911 call went through. investigators got here and they determined indeed it's a woman's body. she is believed to be in her 20's. hispanic woman. investigators told me she had severe injuries to the upper body. but did not appear at the first sighting that she had been the victim of any type of a sexual assault. now, this is a popular trail here along eger road to the east-west highway. people walk and bike and walk to the metro station. at this time the medical examiner will do an autopsy to determine the cause of death. the woman had no identification on her. so still a quest to find out who she is. also prince george's county police will be taking over the investigation at this point since it most likely is indeed a homicide. that is the latest from

host: up next on our democratic line, we have jason from hyattsville, maryland.re on with former senator richard lugar. caller: good morning, c-span and senator lugar. i know that there are rules committees they are in congress. i wonder why they cannot get together and just work on the rules. it seems to me that so much of the problem with it impasses there are due to the short term look at things. it seems like an objective, longview rewriting of rules, targeting six or eight years out in order who is going to be in the majority or the minority and write some very fair rules to allow legislation to come to the floor and improve the efficiency of congress. a good step toward the bipartisanship. guest: i believe the rules that we have currently in the congress are reasonable. they come really from our constitution, which provides for checks and balances and provides that one party should not simply trample over the other or one particular interest. least of always at ensuring that you get a majority. there's always possibilities at the margins for changes there.
