i am a cancer survivor. i had aids. when my family found out, all but my mother disown me simply for the fact that i had aids. my family had known for years that i was gay, but aides was just too much for them. before shanti's l.i.f.e. program, i was desperate, overwhelmed, and suicidal. they taught me that i am never alone. i am one of many -- far too many. i have a safe environment to handle and cope with this disease. they have given me back my life. they gave me tools with which i have turned my life around. tools that i still use every day in my life. tools that are not found or taught anywhere else. i got informed, i got inspired, and i got active. there is far more one needs than just taking pills every day, and this is the only program that provided what i needed most to live a quality life. shanti is more than a word. it is a face. it is my face. it is the face of all who are fighting serious illness and who need vital help. when you think of shanti and the shanti l.i.f.e. program, think of me and countless oth

i am from george washington high school. the thing i loved about it the most is that it was more convenient for me. i could do the things that i wanted to do on my own time, and whatever i did, i could do it. in pe, you were told what to do and when to do it, and if you did not like it, it did not matter. this is opening up the schedules to fill more of the requirements. we are able to get credits before both the physical education and an elective class. it is not a whole class. it is only you. you are able to focus on what you want to do, and you work and learn at your own pace. thank you. i am a former drug addict. somebody told me when i got to the city that there is a free place you can go do artwork when you are recovering from drugs and alcohol and all sorts of things. i am partially deaf. i could not talk right until i was about 12. i had a lot of handicaps. my mother was a nurse at kaiser hospital and my father did advertising for best western hotels. i grew up with an understanding of the emergency health care system. wow, i found out that i could sew all night and do our work all night instead of drugs. i have 24 years clean. no crack cocaine or any hard drugs. this is a tough city. the people are tough. it is highly competitive. a lot of people wish to live here. the fruits and vegetables are stronger because of the climate. the weather makes people tougher. a lot of this city is like going through a diamond mine. a little bit wet, cold, scared, and then you hit a diamond like city hall. thank you. president chiu: thank you. next speaker. >> supervisors, a good evening. my name is lawren

i also have another nephew, so i am still there. hen to talk about -- i would like to figure why i am going to be removed, if i am doing something wrong. professional development to better the part. i want to know why my last evaluation was given only two months ago. a contractor 50,000 to train us, for the saturdays, they are going to pay us for that, and they spent all of these moneys and sending me here in sending me their. if they did not have a plan -- a request some respect as a person, as a parent of the school, because this is very important. know that we have no money, a lot of money that is not in the school district, and the school district has been asking that we need to work with the community, i have been doing that. the first year, i started working in the school district, so it is very important for me, began as you can send me wherever i want. i will succeed there, but i want to tell you that i was trained for almost 18 years for this age of students, high school students. i was trained with a partner of the school.

i am also keeping a job. without first place, i would still be sleeping from couch to couch with my career put on hold. first place is a great program for all youth to exit out of care to achieve their dreams. thank you. supervisor mirkarimi: next speaker, please come forward. >> i am kathy peck. and the executive director and founder of a nonprofit organization that provides free hearing screening to youth in the san francisco bay area and in oakland and many other school districts. i am also a neighbor in the area on lance st. we own a home. it is in 1880 victorian. the neighborhood traditionally was one of the new rule is that survived the 1906 earthquake. we have some of the oldest victorians in the area. some date back to 1853. that was the border of san francisco. when i look at my neighbors' homes, it is a dynamic -- gigantic building. we love booker t. and the kids. we are a neighborhood. we all want to work together. we're hoping they will consider not change in the neighborhood. supervisor mar: pleas

i am the executive director of community housing partnership. i like everyone in the gallery to please stand who supports my testimony today. i am here today to challenge you to have a bright successful future for the city and county of san francisco, a city that will move the dial on homelessness. since 2004 and the implementation of care not cash, the dial has not moved enough. budget reductions year after year to support of housing, services that affect homeless people have ripped away the safety nets and system here in san francisco. the most recent chamber of commerce poll shows the number one issue voters feel is important in the city and county of san francisco is truly solving homelessness. supportive housing is a solution to homelessness. it is the most cost effective intervention of placing someone into housing with services instead of letting them languish in our streets and shelter system. i challenge you today to find money through the budget analyst report to restore cuts to health and human services, to make cold supportive housing

i am here representing my 11- year-old for the third time. still have a lot to learn about the figure patter and how it works, and i will do that, but in the meantime, i just reduce it for my son, he was placed in a school across town. i have to learn about this ctip thing, but i hear you talking about socioeconomic status. my husband is a carpenter, which is not really great news, but we live where there is one school, and he is placed across town, and i am thinking, where do we cut fall in this? i want to be sensitive, multi- cultural, but i in a minority as a white person, and i feel that i am very victimized right now. i cannot drive across town. keeping the kids. they are all going to get there. he is the only one going across town to a school where he does not know anybody. so i just wanted to come down and say hi and make my presence felt. commissioner: can you tell us what son, -- what school? thank you. ok, now, does anyone have any comments they want to make? >> continuing to bring to light and make things more clear for us. i just

i am here to talk about the stonewall project. i want to thank all of you for finding some of the funds necessary for a long stone wall to continue to run these outpatient programs. the program has been effective and should not go down, especially given the high rates of methamphetamine use in san francisco. has been an important part of my recovery process and has accepted me for who i am and where i was at in my life experience. the feedbacks dole gives me is informative, non-judgmental, and non-support data. -- non-authoritative. we are allowed to voice our stories. all the staff are experienced in facilitating group discussions and with counseling clients regarding the dynamics of drug recovery in general. i have worked for several years with three counselors at stonewall. like a lot of gay men, i had a lot of other issues. specifically, i have some family issues. i had a horrific coming up experience. they kind of take on a therapeutic role, and because of that and because of my relationship with them, i have been able to tran

i am upset about it. zthe proposed feeder patterny benefit us, which i do like that, but right now, what is a parent to do? you have an algorithm for everything. you have an algorithm for siblings, for a test score, for everything, but there is no algorithm to prevent a family from traveling 5.2 miles into a poor performer neighborhood? why would a pair of what to do that? it is one thing if you want to volunteer to make those schools better and get with other parents to try that, but i have no motivation to take my kids down there so far away from home. at the time and the money with gas. how can we afford to take them down there? how can you ask a parent to do that? it is so stressful. and then you are pinning families against one another. we are like fighting for the best of what we can get, and it is just not fair to have families do that, and then i have one other thing. families to get somewhere in the system. i went around 1, route two. what is going to happen when school starts? how are you going

i am not a paid adviser. i have been a resident since 1979 and i am a mother. i know that the store owner as a -- i know the store owner as an honor for 20 years. >> there were -- the department of public health is taking to inform retailers about law. i wrote the department of public health and ask for that information. i believe that the information that dr. ojo presented was not presented to retailers in april 2010 because i have a copy of that document and it does not have the current license. the next mailing was not until april 2011 and that was four months after the matter before you was that issue. i am appalled that the department of public health reports to this board and to the public that it aggressively wants to do something about the sales of tobacco to minors but it does not take any responsibility specific to this other than what california gives them grants to do to form businesses and the reason they do not send it out before april is that is what the california it cracked according to representatives have told me. -- california grant according

i am transitional aged youth. the matter being discussed has to do with height or the building fitting with in the context of the neighborhood, but what i would like to stress to you is that this is a moral decision on your hands. that is something my grandmother taught me on how to carry myself in life. i think this is one of the moments where it is more clear than ever that this is a moral decision. the fact is that 24 units of transitional housing will still not be enough to meet the needs, but is a step in the right direction. when we talk about feet and units, we're really talking about lives of the youth who have the odds stacked against them. this is an opportunity for you to make the right moral decision of prioritizing the lives of former foster youths and folks who need affordable housing over building height, car spaces, or fitting into the context of a neighborhood. this is about lives. i urge you to make the right moral decision in supporting this project to move forward. thank you. >> [inaudible] it l

i am starting to loose -- i have been a nurse for 37 years. i am starting to lose track, and while the overall climate and economics of health care have changed tremendously, i see a change in the way business is conducted at our hospital. i have seen on the bargaining team for a couple of years, and i think if you want to work cooperatively, it can be a challenge. we have been without a contract for an unprecedented amount of time, and i think we need to develop a better spirit of cooperation, so nurses are patient advocates, and having a union allows us to be better patient advocates, and when i started this process, and i was relatively pollyanna. i just want you to be very careful in developing this hospital in the way it will serve san francisco. thank you. i am a retired city employee. i was chair of the committee when we passed the amendment in 2004 which is exactly -- the reason we did it, was to cure the problem that supervisor elsbernd is trying to put back into place. the biggest problem that we saw was the fact that the appointed members of the board were not fiduciary irresponsible. they were only voting in favor of the city in the city costs. what has to happen, and having sat on that board for quite awhile does this. that we are the beneficiaries. the city is not the beneficiary. we are. and the reason the city is having to come up with big numbers under the retirement system is because for years the board of supervisors just did their own pet projects and did not contribute to the retirement system. they were in dereliction of duty. they should have put in every year, a minimum amount to cover. the we had a half hour special projects. and did not really think i would stand up here and talk about this today. if you do not understand fiduciary responsibilitie
