i am 53 years old. i'm an immigration attorney. i feel for tenants, and i try to provide affordable housing. legalizing the unit would take away my retirement. i am self employed, so i don't have a pension coming. in addition, i suffer an injury two years ago that has left me affected in my ability to support myself, as i used to before. the half million dollars it would cost to legalize this unit, plus another half a million dollars in interest, plus property taxes, plus utilities and repairs and maintenance, would amount to about $5,000 a month for this unit, and the unit would not rent for $5,000 a month, because it would be a small one bedroom in the basement. so i would have to come out of my pocket every month to support this unit. i do not have anyone in the world to help me. i come from a very humble family, and i'm single. so i ask you to approve this application so my ability to support myself in illness or disability or old age is not affected. thank you. >> president hillis: thank you. any public comment on this item? se

i am also an union delegate for public employees. i have been trying to practice good government practices and i was joined by the civic grand jury. i have a civic grand jury for two terms. and i am the director of public relations for the current california civic grand jury. the last time i came here to speak to you was in july 20th, 20 18. i report to you about government corruption, and i report to you about bribery, extortion, about public employees. today, i am here to report to you another item. i am here to request you as ethic commissioners, and of course public employees, to review our election process. as you remember, i was one of the eight candidates to run for mayor. i was nominated by the san francisco coalition of good neighbourhoods to run for mayor because of all the government extortion, bribery and corruption about cannabis stores throughout san francisco. yesterday, we had a public hearing in here and we found out there is a lot of association between board of supervisors and the donors who are cannabis operators.

i am less concerned. we have done significant work to reduce any and all so-called small businesses on this list. so, i just wanted to overemphasize that. and then the last point that i didn't really get to jump in, and wanted to allow the person from recology, speaking to that clear and concise, you know, your analogy of hockey or football, these audits are already happening. work is already going on. there is nothing that stops any entity that would be on this list to say a couple hundred dollars, they have it as part of their account process, we heard that last time from recology. they can ask for an audit, and they can see where they are. they can see where they are in advance of this legislation, and many of them already know where they are. their diversion rate is put on their bill. so, i just want to overemphasize that, it's not a one strike and you are out. many of the account holders know how well they are performing, they have the ability to work with the d.o.e. and recology, and more precise inf

i am probably here once a week. ith the aisles and they know everyone who is a cashier -- cashier here i know when people come into a market such as this, it looks like an asian supermarkets, which it is and sometimes it can be intimidating. we don't speak the language and many of the labels are in chinese, you may not know what to buy or if it is the proper ingredients for the recipe are trying to make. i do see a lot of people here with a recipe card or sometimes with a magazine and they are looking for specific items. the staff here is very helpful. i speak very little chinese here myself. thinks that i'm not sure about, i asked the clerk his and i say is this what i need? is this what i should be making? and they actually really helped me. they will bring me to the aisle and say this is battery. they are very knowledgeable. very friendly. i think they are here to serve not only the asian community but to serve all communities in the richmond district and in san francisco. i am a driver now. i have an injury that i got a few years ago and it prohibits me from enjoying bicycling in the way that i used to. so i am a driver. and one of the things is an issue of liability. these guys, people cannot bicycle, they can bang into your car, whatever, i certainly appreciate the concerns of being a driver. i don't want to run over anybody or hit anybody. i have insurance. you don't. if you -- if there is some schedule or injury or collision or something, unfortunately, i end up paying for it. so i would like to perhaps -- off-line address that in terms of the gender inequity around that. we are talking about environmental concerns but i end up paying for that. the other piece of it in terms of women and particularly women of color, i really appreciate that you all took the time to assess this. i don't think it's that complicated. i don't know how many african-american women you will find in the south of market area let's just put it out there. i will say it. we aren't over there. or
