i have been in this department for 22 years. in the last eight months i have been designed to this particular unit, which is a different skill set for me. not investigating, but reaching out with training and enforcement hearings. we are the main unit that the commander mentioned. the first line would be the permit officers. if there is a permit, someone once transfer, that is where we talked about the code 47. we disseminate out to the stations. we get input from the station. essentially when they break up to the groups, you can ask them specifically what they look for. generally are concerned and cornerstone is public safety. environmentally when we look at the impact it will have, we look at the culture of service. i will talk about saturation. i agree with many of the questions that were brought up. it is over saturated. those districts and lots need to be updated. what we do is we handle licensing, education, and enforcement. we are liaison to the abc, as well as public health and the entertainment commission. last year we h

victims have been able to exploit, - i think that is unfortunate that that has been allowed to take place, and so, and in my experience working with the domestic violence victims, i think that there are things that are two things that are going on, one, is that many people who have been the victims of violence and bullying as i have been, actually, it takes a while before you start to recognize the patterns of violence that are kind of active in your life. so, i hope that this kind of education that will help people who are victims of violence, actually recognize that they are being exploited that they are in violent situations and it will give them the courage to kind of move out of those situation buzz but what i have found is people who are from the working class and are strained and unemployed, don't have the means to leave abusive situations. president chu made sure that more money goes into this and it is long overdue and so if the experience of me, the experience of the level of discourse around the issue of domestic violence has increased t

i have been here too many times. i was a teenager, after coming out of a group home. i just spiraled out of control as far as criminality goes. so, i have been back and forth a few times, mostly for drug activity, trying to make money hustling on the street. >> scott randolph is serving a one-year sentence for parole violation. >> you have some officers that are really willing to help you. they really -- they don't care, you know, what crime you did. they'll treat you here. you've been sentenced. you're doing your time. you stay out of their way, they'll stay out of your way. then there are officers they they make their day on giving you a hard time, like the sentence the judge imposed wasn't severe enough. but a lot of them on the way out the door, "see you next time you come back. thanks for coming back. thanks for putting my kids through college. thanks for, whatever, the job security." whatever, on and on and on. >> tell them to get ready for chow. >> you treat them like you want to be treated. treat them like me

at the same time, i have been working extensively with home with industries, and my brother said, if he had dreamed i would be married to a policeman and working with a priest, somebody would be lying. i have been working with gangs and been involved with gangs, trying to figure them out for 34 years. i began as a young social worker in south los angeles. with gang infested housing projects that are now almost mythic, jordan downs and nickerson gardens, and i worked in these projects during what is referred to as the decade of death, when crack and unregulated gun availability laid waste to communities of color. in los angeles during the late 1980's and early 1990's, there were 1000 homicides per year in the city of los angeles, not the county, the city. now, we have between 203 hundred homicides per year. people talk about the gang problem having been addressed. i want to share with you, what i experienced, what i have learned, i am not a typical academic. i will not quote statistics to you or talk about theories. i will talk with you about practicality. pragmatic approaches, and i w

that being said i have been a tenant for 17 years representing an overwhelmingly tenant district. while i would like to become a homeowners some day ever since i ran for office in 2008 i've expressed concern with the proposal that has been suggested today. like many of my constituents i do not support the legislation in its current form. give the controller's report i have questions about whether the fee scale is appropriately set. while i appreciate the provisions for tenants, i have additional questions about whether there are ways to strengthen their protections. and my most significant concern is that if we allow the current generation of t.i.c. owners to convert, we will quickly replace them with a new generation of t.i.c. owners and additional real estate investments that will lead us right back to an identical debate within a short period of time. this is the first hearing on this important topic. as i said before if i had to vote today i would not vote to support it but i recognize that even if a majority of this committee voted down this proposal, supervisors farrell and w

since i have been on board with the non-profits of really serving the community. you know, these garages and these communities at these locations really serve a diverse amount. i have learned with the different aspectss in really getting to know the locations that i serve. for example, 1865 parking spaces at sutter stockton, 12 stories. however, we have a very different sort of clientele as what we serve at union square with about half the capacity. and we do what we can to really have the oversight of what really serves our community? we have probably a 30% drop in transient volume over the span that i have seen. and it's various reasons, you know? be it traffic, be it the office, financial community. because really 40-50% of the patrons are not necessarily shoppers. then we have the 3-4-hour stay of shopping and dining and what not. so a lot of different aspects we do bring in and with the comments and support of the non-profit corporations, really understands the community. i think that management oversight is very vital for the community for the benefit, not ju
