i have lived here for 22 years. i have a law practice downtown. in my spare time i manage a group and that is where i met mr. spurloin. we are a nonprofit volunteer organizations, we have been playing bridge in the castro for 30 years and we provide social outlets and a brain sharpener to all kinds of people from senior citizens to high-school students, gay, straight, anyone who wants to come can come play bridge. i met him when he took beginner lessons and he very quickly integrated himself in to our club. as i said, it is a volunteer organization. if someone does not make coffee and set the tables, we do not play. he was always someone who could be counted on to do what was needed. he became such an important part of our club that five years ago he was given our good will award for his exemplary service and contributions to the club. on a personal note as i was leaving the bridge club a couple weeks ago, i found i had blocked my keys in my car. 11:00 p.m. that night, running, we both had to go to work the next morning and stayed with me until 12

chairperson kim: i have a couple of questions, similar to the ones i asked the applicant prior. as the neighborhood's seat and someone that will be representing neighborhoods and constituents around entertainment issues, what do you view as concerns you have in terms of what perhaps the commission has not addressed thus far, or ideas of ways of addressing the tension? >> i think one of the things i really bring to the table is people seek me out and asked me to be part of their organization or to help them with problems. i think with that already as a strength, relations with neighborhoods are going to be better. when you pay a million dollars for a condo that is not built up to code and you are living right about a club, i can understand why you are angry. you should be heard. there should be a large community meeting around this so we can discuss the impact planning is having on our communities. i also think that when planning is going into a neighborhood, especially along and entertainment corridor, i think not only the place of entertainment, but the community and planning, n

>> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in which three officers i have worked with had been nearly to deaf a game and what they were off duty. -- nearly two -- to death a gain man -- a gay man when they were off duty.

one thing i have done, and i was appointed to it -- i have been known to say that one of the things i say in my office -- we have the structural integrity unit, and the evidence and the credibility of the witnesses, this is presented to make certain that we have the transparent and fair trial. i am aware of the misconduct, and i think that this is a shared responsibility. when i was in the loss angeles police department, i was one of those who was asked to look at the breakdowns in the aftermath of this incident. this was involving several gang officers, and it was determined that they have lied on police reports. and this resulted in the conviction of some individuals. i was taught -- involved in the assessment of the breakdown. one thing that was very obvious to me -- there had been breakdowns in police leadership, but also in the whole criminal justice system. the prosecutors were too willing to hear a story that was not believable. there were members of the defense that did not do their job the way that they should have. and they should have been more circumspect about what was be
