i have seen that. and you can develop policies to look to say. look, does this particular officer have a history of arresting people and there is no underlying offense? or does the person have a history with drug cases were small amounts of drugs and have been obtained from people and it looks kind of funny when purses -- when the person is saying "i did not do with -- it"? of course, they are good law enforcement officers. i've had the pleasure of working with the staff where we have looked at and had to rewrite the policies, all of those policies. i want to tell you, there are very good people. but the people did not insist that they do what the supervisor had to do. this is a common phrase. i will sum up. i first started when i was traveling on a book tour and i ran into officers in communities to were very upset because they had been whistle-blowers. what they were telling me is, look, the officers are taught properly in the academy. once the go to work, the training officer or the supervisor says "forget everything you've been taught in the a

and i have looked at all of the data. i am persuaded, for instance, by the fact that the schools that we are proposing to skip here have average scores times, the turnovers of other schools in the district. i think that even if we do this, the length of service of the teachers in those schools will still be much shorter than in other schools. the schools that have been the most successful have had extraordinary stability in their staff, and actually, i have discussed that with leadership for decades. we have worked together on ideas and programs to try to effect these kinds of things. one of the schools in the zone, one of the schools in the bayview that is really an extraordinary example of showing improvement in recent years, malcolm x, is a school that we have worked together on. and one of the main problems we identified, that we wanted to see if what to do something about, was about stability and the staff. we talked with the staff about that, and also everything i know, all of the research i have looked at, over time

one thing i have done, and i was appointed to it -- i have been known to say that one of the things i say in my office -- we have the structural integrity unit, and the evidence and the credibility of the witnesses, this is presented to make certain that we have the transparent and fair trial. i am aware of the misconduct, and i think that this is a shared responsibility. when i was in the loss angeles police department, i was one of those who was asked to look at the breakdowns in the aftermath of this incident. this was involving several gang officers, and it was determined that they have lied on police reports. and this resulted in the conviction of some individuals. i was taught -- involved in the assessment of the breakdown. one thing that was very obvious to me -- there had been breakdowns in police leadership, but also in the whole criminal justice system. the prosecutors were too willing to hear a story that was not believable. there were members of the defense that did not do their job the way that they should have. and they should have been more circumspect about what was be
