i only have five copies here. i will make sure you get copies of you concede dealing with yourself. -- so you can see the language yourself. this will create mandatory local hiring, mandatory local hiring by trade, starting at 30% and increasing 10% each year for three years, looking at disadvantaged workers. at least half the minimum number of workers and -- of hires must be disadvantaged workers, someone living in areas with unemployment rates that are 150% of the median san francisco unemployment rate. apprentice requirements -- for covered projects advertised after the effective date of the projects, it requires at least 50% of product work hours the performed by local residents with low less than 25% of apprentice project work hours performed by disadvantaged workers. we want to require application of the project to public works or improvement contracts estimated to cost more than $350 thousand. that will be the threshold for contracts that would fit under this new legislation. to each contractor and subcontra

i am here in support of local hire. i myself in the past have worked in construction, but i got out of the trains because of the lack of work. i do different work now, but i know plenty of people who have not been able to do that. they have not had the opportunity. they have not been blessed to transition. this is not about pitting worker against worker. for some unions to say that citybuild or ycd or abu are taking all the jobs from them is totally untrue and false. the fact is that because of the reports ms. lester did, 80% of the work is going to people outside of san francisco. that is not fair. we are talking about a fair distribution of the work between san francisco construction workers -- construction workers between san francisco and those who live outside of the city. this would make all of the difference in the world for our construction work force. i know plenty of people that are out of work, and journeymen and apprentices. we really support this. i think it will make a big difference for the people in bayvi

i live here and work here. i graduated from uc-davis, and like many people my age, we need ourself loans. we need somebody write their fixing it and we don't want to deal with someone on the support line. we want someone in person to take care of our issues. it took me about five months to find a new job, so i will support any business that creates new jobs. >> i live -- i frequent the neighborhood for entertainment activities. i used to work for an insurance company that is still in business, but not that particular shop. we didn't have an of foot traffic because of a lack of retail abroad. we are looking at a store front that has been empty. if i have a location, it will bring people to the marina and bring water business -- walkthrough immigrants. they will be hiring various people, bringing tax income to the city. it has been said even by the head of the marina district residents association, he asked -- or they have been very cooperative to maintain the standards, and we see no reason why they can't move fo

i will be supportive of him here. with that said, and again, with acknowledgments that this team proposed with the treasure island resident, i think it is a good body of people that will bring treasure island's project forward in a quick way so that we are proud of the development there, that is equitable, and keeps in mind the people that live there. one person mentioned nostalgic connection to treasure island. my connection to treasure island is not a nostalgic, the like the history. it is about the people that live there today and struggle to survive. a lot of them are very low- income people and and this need. my connection is one of my daughter's best friends live there -- lives there. there's often not safe areas for kids to play in. my connection is about the everyday life of people there. as the development moves forward, i hope it is equitable and the people who live there are respected. for the board members proposed today, i hope you think about how the bill moves forward not just for economic need for the c

and i am actually here to support this project. i found it down deeply in my heart to come here today because as most of you know, in the schools, we are getting cut back every day. we do not have any more music programs in a lot of our schools, or dance classes, or culture classes that a lot of us in the community fought for for many years in the public schools. and we now have an opportunity to work with an organization and an entrepreneur in our community to begin to teach latinos, african-americans, and all children in our neighborhood about jazz. i think some of you know the latin jazz youth ensemble, which was started out of the mission cultural center. you have seen the success of them, picante, and other groups that have come out of the mission culture center. i think this institution that is being proposed will create a complement and also a big need in our community. i find it very interesting that is used to be a funeral home. for those of you who are not familiar with the site. and then it became an educational instituti

here. that is why i am here. and i am grateful that you are here. i am grateful for the extraordinary contribution of the people from mexico and central america. i think that this is interesting and appropriate to notice that san francisco county has the distinction as it relates to the latino community that is unique among the 58 counties. we have more latino representatives. -- >> this is not the case with the other counties. we have these in el salvador and nicaragua, as well as mexico. not everybody understands this and we are celebrating this remarkable collection. the city of san francisco took the lead as the city of refuge after the civil wars in the 1980's. we established, firmly, the foundation that marks so much of what makes this city a special place. it is mocked by those who do not understand and who did not want to understand, and this is trivialized by political campaigns and this should not be diminished by sound bites and in political campaigns. we stand up to that. and we did not play into this. we do not believe in dividing people

the bottom line is, when i came here, i specked hostility, because the reason i came here was all the public requests i made of the police department got nothing but open hostility. having a police officer refuse to identify himself, refuse to give you information unless he was told what you intended to do with the information, all these are vie layings, and after 29, i said, you know, i need to go speak to somebody else. but i'll be honest with you, in the short time that i've been here, i know where it came from. it came from this commission. you have the same level of hostility toward the public that the department exhibits as a whole. i am very happy to be here. i am dorothy chandler. i am the property manager for the building where the proposed restaurant is located. q the owner. i have managed the property for many years, and this is a very unique situation for us. handicapped person threatened to sue the owner because of one step. this building is over 100 years old. we have a retail store that recently was the target for a lawsuit. the only way to free the honor from a lawsuit was to lower the entire floor by one floods. it cost over $100,000 to complete this project. we started screening prospective tenants as soon as construction began. that was five months ago. over 50 tents called and we screened every one of them carefully. we wanted to find the best one that was compatible with the people and the building as well as the neighborhood. the most enthusiastic people were food service people. because the menu was unique and we felt that they were enthusiastic, hard-working, responsible, and cooperatives. the restaurant will be quiet and clean. we have more th

i am here as a resident of district 6, and certainly, i really think that agnes would bring that voice that is needed in the san francisco redevelopment agency commission. i'm glad the president is here because i have both shared the benefits and advantages of the rapid growth south of market. also, i want to share that my first job was in the south of market in 1981, so i have seen the growth of the area and have been to several commission meetings in support or against many of the policy decisions that have been made to the redevelopment commission. agnes brings that needed voice and the change in the redevelopment agency, not just as a filipino woman, but also as a mother and a daughter and a resident of san francisco -- not just as a filipina woman. her work at the social responsibility group in a fortune 100 company is very important to bring to the table, but most important is her voice as community organizer, representing many neighborhoods and bringing different perspectives to the table i think is very important. bringing a diverse group of stakeholders and many perspectives i

i'm honored to be here today for reappointment. feels like i was just here. it was about a year ago when i was first appointed to fill out the term of a former director. this would be my reappointment to a full four-year term. i'm honored that the mayor has chosen to reappointment. -- chosen to reappoint me because there are critical decisions to be made for the future of treasure island. this is a volunteer position, and many of my friends and colleagues have wondered why i would want to spend more time in my busy life -- i'd probably work 80 hours a week. they complain that i never call them, never see them. i have three kids, and they ask why i want to spend more time doing something that is a volunteer position. frankly, my response is very clear. it is that i want to and i want to serve. i love to participate in the civic discourse in san francisco and give back to my city and my community. i come from a long history of government and civic participation. getting back from the late 1980's when i worked for the late senator ted kennedy, i moved here as a y

i came here in 1940. i want to tell you the whole story, when it was segregated from black, chinese, everybody. i have known leroy for 60 years, as the movement of freedom and justice. by went to march with him and martin luther king when they came here, but i want to tell you one thing that is great about him. it does not matter if you are black, chinese, mexican, right here in western addition, we organized, and then he wanted the chinese and japanese. they were too short to be on the police commission, so we organized an got dr. martin luther king to come to san francisco, and that is when it turned. he is a great man, a great fighter, and we have come a long way. we have got a long way to go, but our dream is still alive. i want everybody to look around. [inaudible] this is the dream. they did not believe that 40 years ago. they called us names. i do not want to use the words. every time i fill out an application to be a policeman -- i am emotional. this is serious. i have lived it, and if he has lived

i was here when it was still a military base in the 1980's. i remember driving down walmart to the golden gate bridge and seeing the military guard at the gate and being utterly fascinated. >> so presidio habitat is an exhibition where you have invited, how many artists to think about the habitat? >> we put together a list of possible participants, local, national, or international, of people who are concerned with environmental concerns, made some sort of contribution to the landscape and conversation we're having here. we said that broke -- proposal requests and we received 25 back. from that 25, we went through and chose tend to realize in the landscape. >> including this building, which is an amazing example of recycling. >> we are proud of this space. it was designed by a local architecture team. we said, we need something that is a temporary structure, something that can be brought onto the presidio in pieces, act as an exhibition space for one year. we came up with the notion of shipping containers. it was important for us that we made t

so he spent two years here. i used to come here on the weekend. it was dreary and dingy. oftentimes a did not want to come because it was not very pleasant. but i was deeply grateful for the extraordinary care he received here. to all the care givers, we cannot thank you enough for continuing to serve in that facility that was not the most beautiful. but now we turn over to the facility that truly is beautiful. we want to thank you again. i am here as the health-care provider. the work we do, i just want to remind you, makes the work of the large institutions actually successful. we prevent violence. we prevent substance abuse. we manage people's substance abuse. we also manage people's medications on a daily basis. the work we do with patients who are discharged from long-term care is essential for making sure there is successful reentry back into people's homes. the work we do is held accountable every day by you, by the city, by the department of public health, by the human services agency, the department of aging and adult services. it is part of the city's budget and accountability process. the question we have is what is the industry afraid of. being held accountable to a master plan? planning commissioners have told you earlier they needed this plan in place prior today. so why are they -- why is the health-care industry pushing an amendment to make the effective date 2013? should we be working to put this plan in place as quickly as possible? the wor
