secondly, i hope we make history as appropriators. as i said, it's been my honor to serve on the house and senate appropriations committee. we are given requests by presidents of both political parties, and they want every darn penny of it and don't want any questions asked. but we're empowered and responsible under the constitution to ask questions. some of those questions lead to conclusions that perhaps, just perhaps, the president in his request, is wrong or at least needs to explain more to us. you remember what happened last year, when the trump administration asked us for barriers and fences for this fiscal year? they asked for a 20% increase in spending over the previous year. from $1.3 billion to $1.6 billion. 20% is a pretty healthy increase in this day and age. in federal government. but we're now facing a new request that was handed to us in january, january 6, by the president. and he's increased that request when it comes to fences and barriers, or what he might call the wall, all the way up to $5.7 billion. from $1.6 bil

i hope that is. why would you block it? come on colleagues on the other side why would you block it? we are not going to fix anything but we could fix this tonight. i will just talk about just in my state maybe you have seen the deadliest catch are those types of shows about alaska look at the men and women who are out there keeping our fishermen safe. on average, every month in the state of alaska the coast guard saves 22 lives. one state assisting people to investigate 25 maritime casualties, close to 20 security boardings and security patrols if you travel the high seas in alaska which is a bad place to me they are never too rough the sky is never too dismal for the coast guard to come out we have seen it time and time again but not just alaska but all over the country. and all over the world. i talked to the commandant of the coast guard yesterday. they think we are close. the president is good to go i think most senators are good to go. itns has 25 cosponsors. he reminded me he has men and women deployed in the persian

i remain a bit more hopeful. aid all along we are not going to argue with the president about numbers. we are trying to come to a conclusion as to how best to secure the border efficiently, effectively. i like to say humanely. because i really believe we ought to work on our ports of entry. we ought to have additional ports of entry. i think those ports ought to be welcoming and positioned and equipped in such a way to have the resources, manpower as well as the infrastructure that's needed for that to be welcomed. >> as you know the devil is in the details. so yesterday what you told reporters is that you supported various kinds of new border security, drones, new technology. more immigration judges. more border patrol agents. and you would be willing to spend $5.7 billion on it. that's the number the president asked for to build his wall. you call it a smart wall. he calls it a barrier. but he has been very steadfast in there needing to be a physical barrier. it seems like that's still the sticking point. >> it

so i do hope that we will take a look -- again, i know it's unprecedented. not looked at federal contractors in the past but at here for the folks in lower and moderate income, who cannot make back the 29 days of pay and lord knows we listened the president who says he doesn't means if it's weeks, months or even years, that we find a way to somehow make them whole. we have also seen small businesses. we have disproportionately in virginia a lot of small contractor businesses. small business owner contractor in arlington wrote me and said, again, quote, my disabled veteran owned small business will have to shut its door after serving the federal government for the last two decades. i'm going to have to put 72 families, 72 families, out of work because our reserves aren't big enough to support the payroll expenses of 35,000 to 40,000 per day during this political impasse. doesn't take a lot of math to figure out that if you're at roughly 30 days, you're talking about over a million dollars in payroll that this small business, veteran-owned small business-can't

i voted twice this week to end the shutdown and reopen governments. although neither proposal received enough votes to pass, we saw glimmers of hope that have produced results. i would note that after the failed votes, a bipartisan group of 16 senators came to the floor and each one of us indicated a willingness to compromise. and today, i am pleased that there is real progress. the president and senate republicans and democrats have come together and agree to reopen governments until february 15 , while negotiations on border security issues continue. that is so important , madam president and as the presiding officer, and chair of the appropriations subcommittee on homeland security, i know she will be playing a key role in this area. but madam president, let each of us on the democratic side of the aisle, the republican side of the aisle and in the administration pledge that we will negotiate in good faith , that we will work to hammer out a compromise on border security. so that we are not facing the same situation again on february 15. i for one will keep working with my colleagues , with the white house to ensure that hundreds of thousands of hard-wor
