johnson: i rise in opposition to this motion. the chair: the gentleman is recognized for five minutes. mr. johnson: thank you, mr. chairman. i oppose this amendment because it would add yet another onerous and unnecessary burden on agencies and will further stifle agency rule making. among other things, the reins act requires that an agency issuing a rule submit reports to congress and the g.a.o. containing a list of related regulatory actions intended to implement the same statutory provision or regulatory objective as the rule at issue, together with the individual and aggregate economic effects of those actions. this amendment would add to that list actions taken or that will be taken by federal agencies other than the agency issuing the rule to meet the same objectives. such a requirement means that an agency issuing a rule would now e obliged to survey the vast penalty of federal agencies to determine what other actions are being taken by other agencies before it could issue a rule. congress did not create agencies, mr. speak

i think that that can definitely continue if interest rates rise. so the answer to that actually is look for cash and look for some of the asset classes that are really down a lot. i mean, a lot of times investors say they want to diversify into international markets, and then they don't want to do it when they're down. the s&p 500 has mightily outperformed many stock markets and many of the stock markets look kind of scary, but buy low, right? isn't that sort of the mantra of investing. buy low, sell high. it shouldn't be that complicated. i think you're supposed to be looking at doing some of that diversification now. but relative to bonds, specific to your question, i think some of these things i talked about have a very interesting 12-month return profile if you're looking at some of the mortgage reits, like some of these closed end funds, even that are trading a the big discounts from an asset value, i think those preserve capital. i can see returns on some of these things of 15% pretty easily as the discounts shrink when fear and loathing start
