i submit. thank you. >> thank you, supervisor tang. supervisor cohen. >> thank you very much. i have a request, a hearing request that follows up on a motion adopted by our very own youth commission, and it will focus on the city's efforts to address the needs of young people with incarcerated parents. in 2011, a dcyf needs assessment found 17,933 youth and children in san francisco have a parent -- had a parent who has spent time in either county jail or state prison in 2010. 17,933 children. however, there is no comprehensive data available about the number of youth who have experienced parental incarceration or the support services that they may need. now, the board -- as this board recently took historic action to end discrimination against formerly incarcerated people with the passage of the fair chance ordinance, this hearing request is pretty timely. it's forced to consider the impacts of parental incarceration on the well-being and life outcomes of young people in our city. this hearing will be an opportunity to invest the following issues. i have four of them. efforts

i do agree with supervisor tang and supervisor kim that ideally we handle these in the broader -- in the broader budget process. i could think of a number of supplementals i'd like to bring like the fact we have homeless -- no park patrol officers in the city. so, our parks are getting trashed. i would love to do a supplemental to have more park patrol. i'm going to wait for the budget process, but i do believe that in this particular issue we are in crisis on our streets and we he need these outreach workers out there yesterday. so, i'm happy to support this. >> supervisor cohen. >> thank you very much, mr. president. there are two things that i wanted to interject in the conversation about folks, some of the feedback that i've heard and agree with from my time in the shelter, is that we've got to begin to address safety. not only people's personal safety, but their physical belongings and ensure that we've got workers, staff persons that are in the shelters and doing the outreach that are culturally competent and that they're able -- that they're also speaking multiple languages. i

supervisor tang. supervisor avalos do you want to add anything to that that >> sure thank you for your question i want to include the arts they don't get a lot of attention when it comes to our budget process yet i hear a lot of the organizations their struggle as well. i think about the arts organizations they serve as a real economic engine for the city. we look at tourism and hospitality as a big part of our economy but about you as a city we haven't been cognizant of the displacement and the costs of doing business her that prevents them from staying in the city and we're seeing a lot of arts organizations wondering if they'll be around. in terms of the amount of money it is really based on the work i've done on the budget over the years when we've actually done the increasing we've allocated in some years in 2006 about million dollars and it's been look at since we've made investments. we're also seeing that, you know, taking part in the discussions about our larger events in the city things like conventions and america's cup the arts organizations have been told you'll see real benefits from the
