i want to thank you for inviting me to this panel. giving honor to god for allowing me to be here today to do this work. if it was not for him, i could not be here. i do this work, at it is not just me, it is over 300 families that we represent in san francisco alone. the reason why i do this. i do it because my son was murdered in the western addition july 17, 1996, a day before his oldest son, at the age of 5, his birthday was the next day. this is the reason why i do it. 300 family is, over 350 families in san francisco alone that i know personally, that are members of the healing circle, cases have not been solved. she lost three sons to gun violence in the month of august. that is the reason why i do. i do it because betty cooper lost two sons in the bay view to violence. it still remains unsolved. in 1996, when my son was killed, 96 homicides in san francisco. everybody seemed to think that it was just another day in my community. no one knew the pain i was suffering. no one knew when i was going through. no one knew how this aff

i wanted them to learn a poem. i said, you know, i got a couple of teachers in the school a couple 6 other teachers who memorized a poem and it's about memorizing a poem. it will had to be ten lines long. we had to be able to google it so we could make a poster board with historical biography language, to give some depth to it. they had to memorize the poem and perform it i got a bunch of teachers and got numbers and i made it like a big thing and then being this is here's big advantage of being a rich teacher is that i could buy prizes. you know, so first prize was a flip cam, remember that thing. the first prize was a flip cam and $10. the second prize wassed. it was a big drop off. i also want to thank our human- resources department. this is an incredible feat that i am about to share with you. we had a 99% teacher fill rate on the first day of school, so, ladies and gentlemen, what that means, with the 8000 employees we have, we were only a short three teachers, -- we were only a short -- only short three teachers. believe it or not, this is an exceptional four school districts, given that inevitably they are moving on in less than a week before school opens, and last but not least, i want to thank the voters of san francisco for investing in our schools through a veint ahrough the prop a.' and this summer, we had over $62 million worth of improvements done at 18 bonded sites and another $10 million of various other improvements at another 36 schools sides. for our students, that means our schools are more accessible. they are more apt to be used to support technology. they are healthy. they are safe. there are outdoor gardens that support learning, so they q2 them for investing in our schools. now, some business.

i do want to appreciate him and thank you. for me i do think in terms of a cca, i don't think there is anything wrong inherently in the concept of a cca. the ability to purchase power or aggregate purchasing power to get a different product or different deal for your consumers. i also don't think there is anything wrong about having additional consumer choice. i don't think that is a bad thing. inherently what troubles me, the reason why i won't be supporting this is it don't think it goes far enough to, one, to build the reserve that is funded really by individuals using the program. if we were to have shaped a program where we were phasing in or we are asking people participating in cca to actually pay for the reserves that we are as a city at risk for, that would be something i would be more comfortable with and i think is much more appropriate. i think that would free up funding from the city to pay and invest in other programs like go solar if the city had chose to do that or go pay for other energy federal court si progra

and i wanted to kind of set the tone for why i made this request. on the human rights commission we have been doing some work around the outmigration of african americans. and i think to some degree we've had this kind of what came first. did people start leaving first or did things start to go wrong and that's why people made the decision to leave, and how do we begin to address that. and over the years there has been the unfinished agenda, which there is some information in the packet about. the african-american outmigration task force was convened under then mayor newsome and there have been all these conversations. and one of the things that continues throughout that is this idea of the achievement gap and what's going on. and for a city that used to at one point in time have over 25% african-americans to now be looking at less than 6% as a population, we really need to start looking at what's going on and what that looks like. so, i did want to share with you some of the things that the human rights commission has been doing over the last year
