i don't want to try to put our troops in all places at all times. i don't want to be the world's policeman, i want to be the world's peacemaker by having a military of high morale and a military that is well-equipped. i want anti-ballistic missile systems to protect ourselves and our allies from a rogue nation that may try to hold us hostage or blackmail our allies and friends. i want to make sure the education system fulfills its hope and promise. i've had a strong record of working with democrats and

i want to thank you for inviting me to this panel. giving honor to god for allowing me to be here today to do this work. if it was not for him, i could not be here. i do this work, at it is not just me, it is over 300 families that we represent in san francisco alone. the reason why i do this. i do it because my son was murdered in the western addition july 17, 1996, a day before his oldest son, at the age of 5, his birthday was the next day. this is the reason why i do it. 300 family is, over 350 families in san francisco alone that i know personally, that are members of the healing circle, cases have not been solved. she lost three sons to gun violence in the month of august. that is the reason why i do. i do it because betty cooper lost two sons in the bay view to violence. it still remains unsolved. in 1996, when my son was killed, 96 homicides in san francisco. everybody seemed to think that it was just another day in my community. no one knew the pain i was suffering. no one knew when i was going through. no one knew how this aff

i also want to add jorge rodriguez. upervisor wiener probably has some. >> supervisor wiener: i can crash the party. there are a few i want to mention. one is bill ambrunn was in a lot of ways wasn't the only moving force behind this but he was the one who cracked the whip on all of us from the very beginning and made sure this happened. so i think he would be a phenomenal addition. daniel redman, who is just done tremendous work. i think it's also important on the diversity of the committee to acknowledge this is an intergenerational thing and there are young people doing tremendous work on senior issu issues. and ashley mccumber, meals on wheels, i think food and security, and isolation is a very significant issue with a lot of seniors. and then i could list like 10 more but i don't want to hog the microphone. >> chair kim: thank you. so while supervisor wiener cannot make a motion, we certainly would like to take into consideration, as author of this legislation, i certainly support all of the names that you have just

i wanted them to learn a poem. i said, you know, i got a couple of teachers in the school a couple 6 other teachers who memorized a poem and it's about memorizing a poem. it will had to be ten lines long. we had to be able to google it so we could make a poster board with historical biography language, to give some depth to it. they had to memorize the poem and perform it i got a bunch of teachers and got numbers and i made it like a big thing and then being this is here's big advantage of being a rich teacher is that i could buy prizes. you know, so first prize was a flip cam, remember that thing. the first prize was a flip cam and $10. the second prize wassed. it was a big drop off. [laughter] i gave them time to learn a poem. and i learned -- i can learn a poem in one night. and they picked the poem. we picked the poem and i learned 32 lines in one night. if you keep your head -- anyway. so anyway i actually did it. the first time i was a commencement speaker kids were like this guy is crazy. but anyway. but anyw

i also want to thank our human- resources department. this is an incredible feat that i am about to share with you. we had a 99% teacher fill rate on the first day of school, so, ladies and gentlemen, what that means, with the 8000 employees we have, we were only a short three teachers, -- we were only a short -- only short three teachers. believe it or not, this is an exceptional four school districts, given that inevitably they are moving on in less than a week before school opens, and last but not least, i want to thank the voters of san francisco for investing in our schools through a veint ahrough the prop a.' and this summer, we had over $62 million worth of improvements done at 18 bonded sites and another $10 million of various other improvements at another 36 schools sides. for our students, that means our schools are more accessible. they are more apt to be used to support technology. they are healthy. they are safe. there are outdoor gardens that support learning, so they q2 them for investing in our schools. now, some business.

i do want to appreciate him and thank you. for me i do think in terms of a cca, i don't think there is anything wrong inherently in the concept of a cca. the ability to purchase power or aggregate purchasing power to get a different product or different deal for your consumers. i also don't think there is anything wrong about having additional consumer choice. i don't think that is a bad thing. inherently what troubles me, the reason why i won't be supporting this is it don't think it goes far enough to, one, to build the reserve that is funded really by individuals using the program. if we were to have shaped a program where we were phasing in or we are asking people participating in cca to actually pay for the reserves that we are as a city at risk for, that would be something i would be more comfortable with and i think is much more appropriate. i think that would free up funding from the city to pay and invest in other programs like go solar if the city had chose to do that or go pay for other energy federal court si progra

they have gone away and most of my product goes to remodels or single homes and made it tough and i wanto thank you for this contribution and when these men build they're spreading the wealth around to san francisco. thank you. >> good afternoon. i am david sternberg and we have been doing work in san francisco really since 1980 and we do a lot of these size projects and i will state for the record in the last -- since this thing passed in 2006 we had two six unit projects and no other projects in this category. both are not built. one of which has permit issued five years ago. just as an example one of which was five single family houses on five separate lots. each a little over 2,000 square feet and if you do the numbers on something like that -- first of all when you do these little projects it's almost as much work to do 50 units in san francisco it is to do three, six, or nine units so there is expense and time and effort so the margins are extremely thin on small projects like this, so just on this one for example that had five homes on five single lots. they wanted one home u( sel

i want to thank all the friends and family for joining us. let me say how excited i am this past week, i have been watching a certain convention. next week, we will have an even more exciting convention to watch. it is of course, in the spirit of the expected national, regional, and state elections we are preparing for. it is also a reminder of the importance of our civic duty and all the different departments we have created. public engagement is extremely important to the way we run government in san francisco. it has always been about public engagement. we need the last bodies come a different viewpoints, different economic classics -- classes, ethnicities, and regions of the city to be well-represented on everything we do because that is what makes our city great. it is that the verse you point coming together to focus -- it is that diverse viewpoint coming together to focus and figure out with the public what it is that we should do, that it is time well, well thought out, and what we need to do to show the rest of the country that this c

i want to echo what was said. it's been a long time coming. think i have been here ten years now when this was first proposed. there's been a lot of staff changes. i think both lafco and the puc have brought in tremendous people to work on that and we wouldn't have gotten here without barbara and mike and without the lafco staff of nancy miller and jason fried and the rest of the folks who worked on this and i want to thank them for fostering that close relationship, and i know that's going to be necessary to move forward in the future too so i want to really thank the staff for their hard work on this. >> thank you commissioner. and now commissioner olague. >> yeah. i came in at the tail end of the conversation, but for me it's one of the votes i am most proud of over the time i have been here. this say conversation long over due and this is the beginning of the conversation to trying to create a more sustainable culture and a city that reflects those values and if you look at alternative ways of delivering power really and i think ultimately

i wanted to ask about the training for psas, the police service aids. i remember a few months or even longer, maybe in january or february, we had the members of the domestic violence provider community come in and explain an awful case of a victim waiting for hours to report a dv case at a station and they were not able to do that and we were kind of drilled down as to what the issue was and part of the issue was the police service aids at the station and a lack of understanding of how to make sure that the reports are not taken by them but someone else in the station. it is good to know that it is in the works i am just wondering if there is a time line for it. >> i agree, it is a work in process and thank you for bringing that to our attention, and it is something that we will address. we have talked with the academy and they have... and this is just... it is still in progress, so not definitively, but they have blocked off an hour for their training sessions to cover cultural diversity and limited english proficiency. and so our office can participat

just wanted to congratulate them. president yee: ilso want to acknowledge, we were invited by the democratic club to give a presentation to them. in regards to what we are doing around issues of lgbtq. it was a great presentation by staff, many of our staff numbers are involved in helping with that issue. i learned a lot myself on being there, realizing that we have been addressing this issue for over two bang decades and i wanted to say commissioner fewer when she brought up again to strengthen our efforts in this arena and the data that we had that we brought there was remarkable in terms of the ability to collect and understand and give us better guidance of what we need to do. thank you to the superintendent and several other people. >> i would just add a little bit to that that i think that we have made great gains in the anti-harassment of our youth. one of the things i want to commend staff on is that we had our first ever family dinner, a standing-room-only, even though it was freed. we did not expect it was going to be such a

and i wanted to kind of set the tone for why i made this request. on the human rights commission we have been doing some work around the outmigration of african americans. and i think to some degree we've had this kind of what came first. did people start leaving first or did things start to go wrong and that's why people made the decision to leave, and how do we begin to address that. and over the years there has been the unfinished agenda, which there is some information in the packet about. the african-american outmigration task force was convened under then mayor newsome and there have been all these conversations. and one of the things that continues throughout that is this idea of the achievement gap and what's going on. and for a city that used to at one point in time have over 25% african-americans to now be looking at less than 6% as a population, we really need to start looking at what's going on and what that looks like. so, i did want to share with you some of the things that the human rights commission has been doing over the last year

i want to know why you killed my son. i want to know why. i want to know why the community did not step up. everybody was present. i want to know why came to say who did it. i want answers. like all the 300 mothers that we represent in the healing circle, they ask the same question. i want to know why along with the over 30,000 unsolved homicides since the 1990's. over 30,000. over 30,000 unsolved. that is over 30,000 families that i represent. i want to know why. we are the healing circle and we believe in healing people. we go inside of san quentin, we go inside of the county jail, the juvenile justice system. all entities -- the whole family is incarcerated. we want to kill the whole family. that is why we go when -- we want to heal the whole family. that is why we go in. we believe in empathy, we believe this violence is a learned behavior. restored of justice does work. -- restorative justice does work. [applause] >> elizabeth, you have been on both sides. as a teenager, you were a recipient of services. today, you are working in youth

but it was [inaudible] i wanted to finish with this. i wanted to bring it back to what i think are three key ethical -- the first one is this. i do not think that there is any legitimate basis in science, medicine, or any ethical code that i know of or the bible, for that matter for our criminal law tdistinguishing between those wo have alcohol and tobacco and people who put other substances in their body. there is no legitimate basis for distinguishing between the alcoholic on the one hand under criminal law and between the drug addict on the other. that is first. the second ethical point is i hope most of you agree with this. i do not believe that anybody should be punished simply for what we put into our own bodies absent harm to others. nobody deserves to be punished for what we put in our bodies absent harm to others. hurt somebody, yes and not tell me your addiction was the excuse. we need to be regarded as sovereign over our minds and bodies. the criminal law should not be treating anyone as a criminal for what we put in here. wh
