want to talk to me colleagues. i do want to express the concern about the dinner kit. it's for this idea that we give access to a private for profit company to one of our greatest assets, the famous -- families in our school. i understand it's an advantage to us somewhat and an advantage to them. i still think we need a principled discussion as far as that. i as well as everybody else thought that's a cool idea. let's see what we can do. originally we had the discussion whether some meals can be reimbursable for others. upon the reflection, i'm realizing there is a lot of implications to this that we should be thinking seriously about. the last thing i appreciate that we are talking about the food experience. that's important. i also want to make clear from my point of view we need to continue as aggressively as we have with improving the experience that we have now and particularly with making sure that our efforts go towards the goal of serving more and better foods to more children in san francisco unified school

i want to assure that or you this issue has been fully vetted. this was legislation that was approved in 2003 i gave him the chief in 2004 and as any good leader of any department perilly i like to do the review and look at it best practices. i'm here today to stand behind what we're presented inform the fire commission and what was unanimously adopted and is setting before i. i want to thank supervisor farrell and chu. in your mind your full of a lot of information. i'm going to try to break it down briefly and answer any questions. this is a lively debate the bottom line is this decision does not come in a vacuum arrest i've reached out to my colleagues the metro fir chief i'm personally friends with him. he feels that the air reaccomplishment system is an added tool to the firefighters kit. we're more in agreement with other folks but by no means do you have the most of expertise. i rely on my local fire chiefs and your local fire marshall's office are experts if the code and as well as the high-rise committee that has vetted this recently and

i want to make a couple of points. first, i think i made it clear last week my general view that the types of carve outs are counter productive to public safety. i want to be very clear what we're about to do here today is very historic. and i want to begin by making it clear that what's happening in this chamber is a victory for the immigrant community in san francisco and it's a victory for all county's in san francisco (clapping) >> you know, (speaking spanish) what has happened here is that you have seen a movement where people from the ground up people in the community came to the elected lisp and came to the powers that be in city hall and said this is what we need and i know they're about to get what we need and it's because of them that are here. speaking spanish). i don't know that that oily i will be supporting the legislation in its present form but no legislation is perfect. and what i think should be the emphasis today is the fact that the elected family of san francisco is sending a very clear message that

i haven't gotten everything i wanted but i don't think anyone has. everything - everybody has had a say. i've been an executive director for 17 years and i've felt at times the city didn't feel like japan town be a priority for the city's time and stipulation. i appreciate the fact in this case, the planning department did navigate make this community a priority and i want to focus on urging this department and urging the department of economic workforce development to continue to make it a priority to continue to make it's resources available because i do agree with the statement as long as it took for us to get here this is the beginning of this process. i've been around long enough to see businesses closed and the community rallying around certain aspects of our community that's not here anymore. i look forward to using many of the strategies that from this document to insuring that doesn't happen in the future. i want to thank you all for your time and attention to this matter. i urge tour support and i look forward to working with the planning d

i provided a detailed analysis for you in the presentation you have in our binders but i want to make maya few comments. i think you probably know i've been here for 7 days so i want to make this brief and to the point. with the help of the mayor's office and the board of supervisors we have an approved budget that's similar to the request with a couple expectation or so. the start date for a couple of positions was changed to become later in the fiscal year to conform with the rules that the city has and to give an estimation of the budget analysis to more accurately match the time it takes a higher positions. the rent was increased to reflect the actual lease that was negotiated by the real estate office including the wellness center and for moving the department up to the third floor. we need and are going to monitor those expenditures very closely to make sure they don't exceed the funding level. the other change in the budget was the professional services were increased primarily for the wellness center. the second point i want to make is we request approval for a carrier forward
