i will speak with you mr. secretary first. asis of this new program. what is it? >> is called the envision program. i discovered and talking to a lot of young people particularly in disadvantaged areas, i say what you want to do when you grow up and you don't get a lot inspiring choices. we want to really expose them to the things that they are capable of doing. we also want to establish mentoring. there are a lot of good mentors in our society lest they do not know where to go or how to use that mentoring power. and we need a way to marry the need with the resources. >> c have this program called envision. and i think we have a full screen that shows the four pillars of the program. >> yes, economic empowerment, educational advancement, health and wellness and leadership and character development. all of which are things that normally occur in a well-functioning, healthy home environment. but that does not necessarily exist for everybody. but as a society, we can create that. we can make that happen and we can empower people.

those will run off over time. i don't suspect we will use that will again except in a very severe situation. >> the monetary policy report that came out shows the balance sheet rolloff. what i'm having a bit of trouble with, i look at the charts in the report, mr. chairman, you don't seem to have sufficient mbs redemptions that allow you to reach your $20 billion run off pace. the read the charts, expectation is by the end of the year we are looking at a $50 billion balance sheet rolloff. as of today, i don't think you sufficient treasuries and mbs redemptions to do that. chairman powell: with mortgage backed securities, roll up will depend on the level of interest rates and people refinancing their mortgages. as rates go up, refis will go down. >> should the public expect a $50 billion rolloff? chairman powell: i would say the public should expect a substantial rolloff this year or next year getting us back to a new normal. >> we don't know the exact pace. chairman powell: the caps on not going to be fi binding. >>

have personal thoughts on that i will not share but i think the country as a whole needs to have a conversation about whether or not we are willing to accept that reality because i think that is a scary proposition. be thep side to that may idea of using encryption to keep things safe, right? the private sector wants to keep things from the bad guy. the overarching thing is technology and how it impacts law enforcement. it makes it much more difficult. that is unquestionable. and i will tell you, not impossible. everybody remembers silk road. it was not too long ago that we had the silk road investigation. at the time it was the largest -- i callrk market or it a dark market. everybody thought it was really a big idea. last year we had something that made silk road look like highway road stand. right? exponentially larger. but not impenetrable. there still some old-school law enforcement techniques that work. don't just discount the development of human signal intelligence. don't discount the availability of just good old-fashioned detective work and asking the right lessons and bei
