so again i'm nicole schneider with walk san francisco and i want to thank supervisor kim and supervisor yee for your work on the large vehicle strategy and i just want to share from a public health perspective the large vehicle training model is actually a very strong one it doesn't just focus on educating individuals but actually also focuses -- what its becoming is changing the infrastructure of trucks looking at changing organizational practices at the city level looking at requiring new policies to require that drivers take safety trainings in their contracts and or to give extra points for those safety behaviors so it is a really good model in terms of changing behavior to work at all of these different levels from individual education to educating companies to changing organizational policy and practices at the city level and hopefully as supervisor yee is leading changing state and local policy to require private companies to follow these great practices that the city is leading and i'd also like to add there's a couple of other education programs that that walk sf is involved in inc

i think we're somewhat missing here in san francisco and i know supervisor yee and i talked there's an organization of families that have lost members of their families in traffic collisions and they played an amazing role in albany in getting speed reduction in new york city and i know supervisor yee is going to be working on this as well and i think we should certainly partner with the community on this effort. >> that is what it will take. it really has to be about this broader campaign involving the community victims and public health advocates and i think that speaks to the larger campaign that really needs to take place with regard to vision zero and thank you for those comments and we'll absolutely figure out how to harness those voices including some some of the ones we heard here today. >> hi thank you chair i just wanted to add to the to the excellent presentation the bright front a a bill coauthored and it's very early. it just came to to light that they are proposing a vision zero act that would create 2 new grant programs one setting aside 5 $5 million a year and the other

i just supervisor yee asked what can we do i think there are a lot of things we can do i know when we have this challenge in my district it is still an issue but not as bad as it used to be when you look at the numbers in terms of the number of break-ins and part of what we tried to do especially with our captains at northern and park police station to provide tips to resident of the kinds of things that they can do to help to affiliate some of the challenges especially the auto break ins not leaving things visible in our car last year, i made that mistake it was nothing but a couple of papers and my car was broken into i was wondering what was i thinking even the smallest things we know that people use spark plugs and at that point the window you don't hear the noise if they see something they'll grab it and take off oftentimes a gym bag with dirty clothes but you're stuck with the bill and it is something like not leaving things in ash car and not leaving things 1r0ib8g and not letting people see you put things in the truck we put out messages to our constituents we want to make sur

the rest i submit >> thank you supervisor yee. supervisor avalos. >> submit >> president breed >> thank you colleagues. today i'm introducing an up date to finance reform ordinance. san francisco has some of the strongest campaign finance laws in the country and rightly so. our citizens have r entitleed to know who is influencing the votes. unfortunately the campaign finance laws are not a single construct. they are the product of differing and overlapping efforts that differ and overlap with state laws. what we are left with is a imns patch work of regulation whos complexities can undermine the very goal of transsknaerns accountability we seek >> student achieve. for example, under the current campaign finance reform ordinance, one must consult 5 different sections of the law to sign all the different disclaimer requirements. an independent group such as a neighborhoods political club can be required to file 2 different forms as 2 different times just to report a single campaign mailer. this complexity makes it harder for the pav

i agree with supervisor yee's approach as well. you mentioned the cascading of bonds over the years and mr. strong did as well, just want to ask what is the san francisco unified school district and community college district may have impacts on this as well? >> we don't have authority or control over the issuance of bonds by the school district or the city college district. they are part of our capital plan as an external agency and in fact they model the capital plan and moving forward with the general obligation bond since 2016. they have not given us a number as to what that will be. the city college, they are really sort of evaluating and we heard from the new facilities director capital plan they are evaluating what they need and don't need. they have expressed no intention at this time of doing any type of a bond. >> but possibly as schools bond sometime in 2016. >> in november of 2016 is what we heard. >> thank you. >> okay, from my part, mr. strong, i want to thank you for all of your hard work and concur with the statemen

yee. commissioner fewer then mendoza. >> yeah thank you very much for ms. coats for this report. i have a couple of questions. while i am looking at this i am wondering you said that 44% of teachers actually did present the antibullying education to the students and you're telling me that less than 50% across the board so have you spoken with the teachers why this happens? is there not time in the day? i know that supervisor yee mentioned about comfort level so is this actually something you have surveyed among our early educators? >> we don't have survey results from the pre-k level but for elementary k through five the mechanism we use to determine the implementation is program monitoring and every teacher is asked to report which lessons they're teaching so the data we have gives a snapshot of those returned the survey and it was specifically accounting for lessons of violence prevention and bullying but big picture we know that each level faces unique challenges. we know that the elementary teachers teach everything and we know many of them would benefit from additional trainin
