i do think that continuing to start i.t. in the way -- continuing to starve i.t. any way that we have been doing is not the way to proceed. i would suggest we not move forward with the final amounts. i think if we want the department to finish the e-mail consolidation project, the server consolidation project, bringing the enterprise contracts together, all of the things we recently signed off on me and in the five-year capital planning process, we have to make sure that d.t. has the resources to do it. this is potentially a situation where we could be penny wise, but pound foolish. i would forced perspective that we should support dept.'s recommendations. supervisor chu: supervisor kim? supervisor kim: thank you. for me, i understand the argument, but i want to have a better understanding of how training, air flights, and some of the material supplies and equipment would actually help the department to that consolidation work we've asked them to and take on the goals we have asked them to? i understand budgetary cuts will prevent the department from doing some of

and the challenge we face as a government i.t. work force is frankly because of budget reductions and the strain of the economy we're facing a reduced work force year after year. we see our work force shrink in the city and understandably the expectations we provide, robust, security systems is one our customers expect were us. i think when we look at implementing large-scale enterprise-type systems, one thing we always take into consideration is security. so when we looked at the microsoft solution, that actually became a very important topic that we went over in a lot of detail. there were a lot of meetings between my chief security officer and the microsoft security team. we were extremely impressed with the microsoft security solution as it related with the certifications they have and the fact they have clients if not as high or higher security requirements than the city does. it gives us a level of comfort that it gives us with solutions that we can rely on a security standpoint. again, back to the partnership, i know the ou

we did just hear the five-year i.t. plan recently, last week. i want to thank you for that presentation. what we go to the budget analyst's recommendation? >> our recommended reductions detail on pages 89 to 92 total $1,416,868. of those reductions, $1,052,369 or 74% of general fund productions, and 1,301,304 are about 91.8% our ongoing reductions. we also recommend closing of prior year and expanded general fund incumbrances, which would allow the return of $2,662 to the general fund here together, these recommendations will result in $1,419,530 in savings to the city, including $1,055,031 to the general fund. we are still working with the department and will report back to you next week. supervisor chu: thank you very much. to be clear, the department is not in agreement with the recommendation? >> we are not in agreement. we are in conversations with the budget analyst. we appreciate their ideas and thoughts, but as i indicated in my presentation, we are keenly aware of having to support the old, which our budget is mainly constructed around,

commissioner sugaya: speaking of i.t. and ibm, i am trying to connect these things on pretty much a lack of information at the moment. it seems that salesforce has done a pretty nice job in their architectural work with respect to their campus. one of the comments i noted in the paper was that they seem to have opened up the campus to the public with access ways and open space areas. that kind of attitude seems to me to be very good for san francisco. when companies take that attitude, i noted in the paper there is a proposal from apple to create a new campus with some kind of circular building that seems to be totally the opposite of what salesforce is doing. of course, i do not have details. there may be penetrations into that, but the secular space of the courtyard in between does not seem to be as penetrable as the salesforce campus. some clips from mr. jobs also indicate that he may not be quite as attuned to what apple may do for cupertino as salesforce seems to be doing for san francisco. he basically said they cou
