i asked a lot in a previous hearings how the city i.t. budget compares to the rest of the world, to our peers out there and we have done a study over the last year. it is a complex question because we are a highly decentralized organization. 25% or 35% of the spending is recognized. the overall budget for the city if you add up all the departments'budget is fairly consistent for we see in the u.s. our uniqueness is the fact that we are highly decentralized in the fact that only 20% of the staff i.t. work force works in our department. the restaurant in supporting the departments directly -- the rest are out in supporting the departments directly. we split our budget into five major areas, divisions, if you will in our department. we have our basic operations which is a very large part of our budget. this is all the behind-the- scenes spending to keep the datacenter running and support the mainframes and things like that. we have another part that we call the public safety area which is focused on the technologies related to public safety

then we were blessed with a mayor who wanted to see that happen and an i.t. director that could make it happen. so going forward, this initiative, however it can help the san francisco police department be connected and then hopefully eventually grow it regionally, to make it simple, this is in fact the bat computer. we can punch a single piece of information into a google search system to tell us what we need to know, whether it is a car, a person, a description like that. we can find it out like that. you would think we would have been able to do this already, but that has not been the case. we just got e-mail department-wide last year. so we have moved tremendously just in the last 13 months, and we have left the note post-it days, and we are now into a google searchable web base data warehouse and now have a partnership with sf-stit, h.p., arch-touch and a mayor pushing the whole thing forward with his full sort. and these officers behind me will never know a desk top computer. they will only know mobile technology, and that includes the three classes a y

we went around talking to i.t. people in the different agencies trying to convince them that they should go to one system. of course, that was very challenging. everybody wants to hang onto their own program and their own thing. we finally did convince the group to do that, but we could not get higher education to do it. they wanted to have their own institution. there are 25 institutions of higher education. we got the state down. we project that we will see about 25% of our i.t. costs states -- in our state. you are always wanting more money for higher education. you are always talking about tuition increases. we are trying to keep costs down. if you do this i team reform, you could save some money. we got them to do that. we finally convinced the big picture -- now we have the whole state of oklahoma. we estimate that will save 300 million to $500 million on i.t. costs state-wide. another interesting point -- we did not cause it and having the uncertainty to predict it. that reminded us of our oklahoma city bomb
