as an i.t. organization within the city, and to your comment earlier, it is something we face everyday, a challenge we face every day. leveraging legacy. respecting legacy, yet implementing technology to meet the needs of the business of the city and the needs of the constituents within the city. >> thank you. having a question for you or -- when you say cloud, there are multiple model ser -- models. let me simplify them. one is instead of building your own data center which companies would do 10 years ago and build your own computer room at generators and air conditioning, you use an outsourced professional data center. that is one move to the court, which is one move to the crowd. the second model, which you have actually used to set up a mass of private club, where you can now provision servers on demand for your constituents within the city. in the context of a government with the compliance issues and security issues and mission critical services which you overlay, that is quite an achievem

i asked a lot in a previous hearings how the city i.t. budget compares to the rest of the world, to our peers out there and we have done a study over the last year. it is a complex question because we are a highly decentralized organization. 25% or 35% of the spending is recognized. the overall budget for the city if you add up all the departments'budget is fairly consistent for we see in the u.s. our uniqueness is the fact that we are highly decentralized in the fact that only 20% of the staff i.t. work force works in our department. the restaurant in supporting the departments directly -- the rest are out in supporting the departments directly. we split our budget into five major areas, divisions, if you will in our department. we have our basic operations which is a very large part of our budget. this is all the behind-the- scenes spending to keep the datacenter running and support the mainframes and things like that. we have another part that we call the public safety area which is focused on the technologies related to public safety

we're looking at changing our i.t. support to a business analyst to help the department successfully implement if projects. gthe budget includes a down word classification to help with this. good our initiatives for summer youth employment. first, we were to promote jarvijobs to revise the board on youth-related policies. and we work to make san francisco's summer jobs plus program of reality of. iwe included youth involvement plan and deals the city will negotiate with the private sector. the city expanded ifts youth works program. in my final slide, pursuant to the administrative code, language access. we are a department that conduct itself as a type one of the apartment -- type 1 dept.. we take our duty very seriously and are able to provide oral interpretation if requested 48 hours in advance. these services are funded by the general fund and are part of our operational procedure. give we own our transmitters and receivers to assist with interpreting. are informational brochures are printed in english and chinese

the secure i.t. act which has been introduced here in the senate. first of all, i agree that we need to make it easier for companies to share time-sensitive information with experts in the government. but the cyber threat information that companies are sharing often comes from private sensitive communications like our emails, and so the gatekeeper of any information shared under these proposals should never be the military. it should never be the n.s.a. now, the men and women of the n.s.a. are patriots, and they are undoubtedly skilled and knowledgeable, but, as senator durbin said, that institution is too shrouded in secrecy. as he didn't say but i will say, it has too dark a history of spying on innocent americans to be trusted with this responsibility under any, any administration. under the new revised cybersecurity act of 2012, the one that will soon be before us on the floor, companies can use the authorities in the bill to give cyber threat information only to civilian agencies. that is a crit

what makes i.t. so innovative is just-in-time manufacturing.at the plant where they make the iphone, raw materials come into the plant almost the same day the product comes out the other end. there is very little product on the shelves. every time they cycled through new version of the iphone, the just-in-time manufacturing system is finely attuned to make the product come out. that is a process for engineering. the cars that come off of assembly lines, anyone on the assembly line can hit the button and stop it if there is a flaw or error. as a result, it is not just the we have a new and different kind of car, but that the way we make the car has been reengineered. in health care, we do incredible things every day. but the sum total of all parts is often a failure. a 70-year-old patient was flagged because he was frequently going to emergency rooms and hospitals. our team went to see him. he drew up air and went to inject into his arm. he was sight-impaired and could not see what he was doing. it was a process failure. the medication in the bo

so our i.t. system does have a patient portal for individuals with a can go in and see their own labs. they can see their own recommendations, and part of the thing that is being encouraged is charting. so if we can get smarter about charting somebody's blood pressure checks, and they can see improvements over time based on intervention, if we can chart weights, there's a lot of tools that individuals, if they have computer access, can be brought into. we are finding need to get a mentor public libraries would have access to computers, to have some of those tools. using the cell phones like you said, deploy and cell phones to remind people to take medications, but remind folks to gosh, you haven't sent in your weight or blood pressure but what we find today is again because of the payment mechanisms, positions are bringing individuals in to check blood pressure. that's a huge waste in the system we don't have enough physicians to treat providers, and there are a lot of patience tools that can be

as in the secure i.t. act, the information sharing title must be strong and encourage the private sector to share information and it must encourage the government to share with the private sector. it cannot cut those out with the most expertise in the area, meaning the national security agencies should not have to be subservient to the department of homeland security. in addition, a five-year sunset would allow congress to revisit the act and make needed changes. fisa has certainly shown that with a sunset, it allows the flexibility to adapt to new issues that arise and stay current in its processes to deal with cybersecurity. we believe a five-year sunset would be the right time to get this going, set things in place, see what works and see what needs to be adjusted. i'm hopeful that my colleagues and i can come to a compromise on this critical issue. we want a strong cybersecurity bill. we want one that can pass both houses. the five points that i have laid out could get us to a bill that will significan

we went around talking to i.t. people in the different agencies trying to convince them that they should go to one system. of course, that was very challenging. everybody wants to hang onto their own program and their own thing. we finally did convince the group to do that, but we could not get higher education to do it. they wanted to have their own institution. there are 25 institutions of higher education. we got the state down. we project that we will see about 25% of our i.t. costs states -- in our state. you are always wanting more money for higher education. you are always talking about tuition increases. we are trying to keep costs down. if you do this i team reform, you could save some money. we got them to do that. we finally convinced the big picture -- now we have the whole state of oklahoma. we estimate that will save 300 million to $500 million on i.t. costs state-wide. another interesting point -- we did not cause it and having the uncertainty to predict it. that reminded us of our oklahoma city bomb

scheduling the use of city-owned equipment and operating systems as well as scheduling the use of joint i.t. functions like ticket counters and gates and allocates the associated costs related to city-owned equipment and operating systems for the users of the equipment in that international terminal. due to the integrated nature of this system and the services used to provide customer service to airport passengers in the international terminal, this represents the most efficient and cost-effective way for the airport to share in their use. they are responsible for the custodial, electrical fees, water and sewer charges as well as their own portion of the telecom charges for internet and access. based on fiscal year 11-12, they paid $12.8 million for the services and in turn, the airport cost portion of the agreement in fiscal year 11-12 was approximately $1.6 million. the budget analysts recommend approval but makes the suggestion for two amendments in the resolution the airport concurs with -- one to provide retroactivity for a start date of july 1, 2012 as well as including a not to excee
