for your work and senator booker, when then colonel rick [inaudible] and i worked together on the iacp committees along with governor hutches in, it was something that he came up with because of your support. something that is now modeled as a national model in drug monitoring initiatives. so thank you, sir, for your efforts. so many of you have helped the law enforcement community out. senator feinstein, senator cornyn, senator cruz, all of you understand the importance behind the law enforcement community. and i think it's critical today for us to recognize that. i've been in law enforcement for 45 years. 42 of those years i have spent in narcotics enforcement. i have personally witnessed the devastation that drugs cause our community. the international criminal organizations, the drug cartels, the drug trafficking criminal organizations, the drug smugglers and the local drug dealers are what i considered to be the predators that feat upon the innocence and the gullibility of the most vulnerable citizens of our country. many of those citizens live in lower socioeconomic areas. these
