as you may recall in the ict plan, we do, along with the coit allocation, $49 million. but we also, one of the strategies highlights the use of one-time [speaker not understood] funding. so, our office will be working diligently to identify funding for this. >> thanks. >> the third department i wanted to highlight for you today is emergency management. they have a substantial request over the next two fiscal years. again, the first three projects i would like to highlight for you, the first one is computer aided dispatch project which is an ongoing project that has received i believe $2.5 million in previous years. bay web project which emergency management will be talking about briefly and the public safety radio replacement. and, so, you can see here the request for that project is $1.8 million. that is solely for scoping out the project. and, so, that project in the ict plan and identified here for you is the critical project development and that is to allow the department to adequately scope out the budget timeline and budget and timeline for this project. the last

. ~ ict one thing i had hoped would be in this project we which we discussed at coyt and this was an issue that was raised by formal members of the civil grand jury when i it came to i-t, this plan doesn't really talk about some of the more troubled projects that we've had. in other words, projects like the justice program like our e-mail system, like data centers, et cetera, where we have over a number of years said we were going to do something, laid out a budget for it, and not only missed those budget targets, but missed the scheduled targets as well. and i know this is a forward looking document, but one strong suggestion i have continually had for the department of technology as well as for coyt is that we do a better job of tracking the progress that we said we were going to make and comparing that on a regular basis to where we are. it is a -- it has been a real challenge when it comes to move forward our it and something i think we need to do to be more accountable. the other thing i just wanted to mention is i know there are overall city-wide it board committeevxes. but i t

we. >> woodruff: ajude icted. so someone who is being treated for a psychological problem wouldn't already be in the system, would they? >> i think the mental health professionals have some concerns about who is put into a database so you usually articulate it as to those who have been ajude icted. obviously there's a threat assessment that has to be done otherwise but that's a mental health issue as who is put in the system. but the problem is, 23 states are not putting that information into the system right now, so fix the system first. fix the system first. that's the best way to prevent those who are not supposed to be getting weapons, firearms from getting them. >> woodruff: as a former member of congress and as someone who was an official at the department of homeland security, where do you see this issue going? do you believe... i mean, there's a lot more attention being paid to it. it's certainly in the media. the american public is saying they want something done. how... where do you see it headed? >> wel

the ict plan need to develop into a road map for the future, a useful plan should provide direction as well as goals for technology development. where we want to go, why we want to go there, and how to get there. the plan needs to provide underlying philosophy and values to city-wide technology. it need to provide guidelines to action to achieve well thought out goals, budgets, financial direction are just one part of a planning process. ~ there is little effort in this and the current plan to describe one measure technology on a city-wide basis. this eliminates knowing how the city is doing overall within in-house technology. there is no city-wide data on the city-wide technology plan. perhaps that's a reflection of the history of city-wide technology culture.
