i agree. i think this is a very solid appointment. i do think that the experience that she brings is one that will be very youthful -- useful and i do hope that we, as a board, work closely with ms. brinkman and all the other commissioners to figure out how we can move this agency forward. i will be supporting the nomination but let me say that the problem that i have is not with the nomination itself. i think the nomination is a solid, as solid a nomination as we can have. the problem i have is with the structure that we currently have at the board of the m.t.a. i do believe that the current structure, notwithstanding some exceptions, i point to commissioner oka as one of those exceptions, the current structure does not, in my view, provide for the level of accountability and independence that is needed. i think that until that structure changes, that we are going to continue to have some of the same problems. we are going to continue to have a lack of representation in certain communities. we are going to continue to have a lack of

i couldn't find a senior pope pew lation, i didn't see estimates -- population, i didn't see estimates for lower income households or housing. i couldn't get a handle on who is going to live there. i also could not find, although it problem-l exists, where they would work. i was really curious how many would be working in east bay, for example. one of the major things about mission bay we learned is many mission bay residents work in the south bay. that was not in the e.i.r., believe me, when it was done 15 years ago. and i'm curious to what extent many of the t.i. residents may in fact be working in east bay. was this very consequential for the e.i.r.? there's probably an estimate, i couldn't find it. but out of that i think there is a crucial missing overarching mitigation for the whole project that really needs to be stated as mitigation and it's an important one to guide its long-term development over the next 20 to 30 years which is that the project should minimize the necessaryity for residents to travel off island, for their everyday needs and lives. we have to, in other words,

i think i skipped one. one very exciting development that has occurred in the past few years is that in 2007 our contractor became our tenant and executed a lease with the port for a portion of the park to construct an environmental education facility. you have heard quite a bit about that facility over the past couple of years. in april of this year we all celebrated the grand opening of the ecocenter and heron's head park. that building is virtually complete. there is some testing of the plumbing system that needs to be done, but it will be open for general public use very soon. construction of the ecocenter creates a great opportunity for the future of the environmental education programs at the park, which to date has been conducted solely in the great outdoors. which is one of their appeals, but having the indoor space, away from the elements, which can be formidable at times -- it can be very hot, very cold, very windy -- provides a good complement to the outdoor environmental experience. those partic

i have to tell you, i am somewhat outraged.tons of smails when peel -- e-mails when people are talking about all kinds of different things around the city. i did not get a single e-mail of anyone in the city concerned about this woman. i find this extremely troubling. the police department is doing what we can, but i think everyone needs to understand these types of killings are hore horrendous, and the fact no one cares seems to be incredible to me. obviously the city family made the rounds, and it is very concerning to me. president marshall: commissioner hammer. commissioner hammer: thank you. chief, i want to ask you about that murder. there has been a lot of talk about the entertainment commission. i don't think we as a commission have talked about the issue of violence around nightclubs. i want to ask you, what do you think is under the current law and the per view of the police department that can stop this thing from happening again? are there any holes that you see? what's the fix? >> you know, we don't control any of

i see mr. cohen nodding his head. he has chaired a couple of those groups at times. they all wished to be cooperative. i'm talking about everything from our colleges to hastings to ucsf. but none of them are going ahead, other than state college, and i believe that would be helpful if we had an actual definition and concept regarding susan -- student housing. that is part of the housing element of a major metropolitan city, in my mind, and i like to see that included. commissioner olague? vice president olague: somebody else commented on shelters, but i think we are closing homeless shelters in the city left and right. i am not sure what is going on with that, but also, you know, even if we have more affordable housing than any other city in the region, it is still not enough. it is because we meet the needs, especially if the city identified we reached -- we met only 52% of the low income affordable housing goals but 153 of its market rate goals. i guess what i've heard over the years is justi

i like where i began. i like writing from that one song.ust used it as a jumping off point to write a bunch more. tavis: how do you do that? you write the song for glenn campbell, you play it for t- bone, t-bone likes the song and says, do more stuff like this, do a whole record. you leave the studio, i am just blown away by the song writing process. you leave, six weeks later you come back with a bunch more songs in that genre. how does that work? tavis: you have the cd caught -- >> you have the cd? i don't have mine yet. there are many different ways to write songs. i don't see any one way to do it. i just kind of wait. t-bone, he is very busy. there was not a lot of time. he first told me when he had time available, only about five weeks away after we initially got together. i thought there was no way i would have to write songs in five weeks. that home, said it is only songs, and five weeks is enough time to get the songs. tavis: does the song writing process work better for you when you are under some kind of constraints, or better whe

i remember when i was a kid, i thought, don't hold hands in public. it's not what i believe in. it's not what my contemporaries believe in. and i will say this, time is on our side. i have friends and young folks whoa re not caught up in this. they don't get it. there is an expectation that time will play itself out and we'll see how that occurs, but thisá>f is going to help with tt process. i feel like all of us are starng to see what the problems in this country are. i think plenty of people are opinionated. i don't think there's many forums where you can really express yourself or try to make a difference or anything. i mean...wha'...whatdo... what do i do, ya' know? the only people that i'm able to affect are the people who care about what i have to say. there is something you can do, but i'm sure it wouldn't be, uh...easy. different man: i get angry about it, but it's like... ya' know, in my own apartment. [laughs]

i don't have any idea, but i know that when i was eighth, i said to my mom, i want to be an actor.aid, don't just talk about it. i went down to the jewish center never stopped. i could not tell you why. i just knew that it was a fact, '7llike a nuclear pellets in my heart. i had no doubt of my success at all. frenzies to take me out and say, you are going to get -- friends used to take me out and say you are going to get blacklisted. i used to take two-line parts. i said i am in this for a life. i said if i turn down a two-line part, they will say let's see what he will do when we offer him this. that is just what happened. they offered mev' better and better parts. >tavis: because so many of us know you as an activist, how has the acting aided and abetted, or gotten in the way or hampered your activism? >> first of all, actors acting is an art form. it exists for a reason. art exists for reason. that reason basically is that life itself is so chaotic that the only way to really see it is by connecting got. that is called art. you can do it through musings, are riding, are acting.

every time i see director katz on tv, i am on my way down to see the dogs in the shelter, and i get stopped by my wife. how is this process stopped? all kidding aside. how does the process work? we have a heavy agenda tonight, but i think it is important. how does it work? i see a dangerous dog in the park? >> my job is to collect all the police reports from all the district stations, collect them from the hospitals, doctors that treat dog bye bites. they are mandated to take a report. it goes to animal control, and i take all of those. if you are walking in the park and you have an incident, and it is in progress, i urge you to dial 911. there is a handful of animal care and control officers in the city, and their response time. what we are doing with this new general order is giving the officers more direction on what they can and cannot do. when to impount pound, when to admonish, when to site. when does this dog need to be taken away? is it going to present an ongoing danger to the community? so the basic could have in any event is to protect the health, safety, and welfare of the commu

i lived in germany, and i speak germany. i travel a lot. it could have been anybody. so we're clear. did this event violate city regulations? in terms of permitting? >> no, the only violation was a fire code violation. the actual facility was not permitted to have any type of event of this type. but beyond that, it would not have been within the entertainment commission's current per view. and frankly, because we don't have a good vehicle to know when these events are occurring, we are not prepared to provide adequate policing. it is a hole in the system, and it is a hole that we need to figure out a way to plug. commissioner hammer: that's the term i was going to use, a hole in the current regulations. along those lines, they didn't get a permit because apparently they didn't have to under current city law? but apparently they had some security? >> they did. they had security. typically what happens at these events, the security fell inward. they were policing the event inside, and they have no -- frankly they don't take ownership for what occurs outside the venue. a

i support it because i have exposure to that game. but, i have to admit, i am very -- i'm -- the process leaves a lot to be desired for me. i think that there always needs to be -- we always need to weigh every -- i think we need to get equal weight to competing ideas within the community. and i think the means test should be that whenever something is brought before us that there's a demonstration that different ideas coming from different diverse communities have been weighted, have been considered, have been talked about. i don't see that with this project. you know, and i just have to be absolutely honest about it. it's not that i don't want to support it, because i would love to support it. and i'm disappointed that i'm going to have a hard time supporting it because the process was not the best. in all honesty it was not the best process. and it does smack of people with influence and money coming to the table and putting forth this project. so, i'm not, you know, i'm not comfortable with supporting this for this reason. it's no

by other people, i guarantee it, because i know that area. i chased skateboarders, all kinds of people ripping up the other part of the park and i'm glad to see they're going to sense off the park pretty soon after peter pan leaves so i'll have six months of peace in that regard. but i guarantee you they're going to come there and ruin that park because president just up for grabs for people like that. and the homeless are going to stay there in the afternoon. who's going to police them? there is no such thing. so i urge you to let public comment on this for the neighborhood groups, phil ryan, who's head of the golden gateway tennis, that's a small group of people. they do not represent all of us. and there are thousands of tell ants in that building where i live. so please defer this until the wider public has a chance. nobody knew about this, including myself. this comes as a great shock. and i'd urge you not to ok it at this meeting, to wait and see what other people have to say about it, to be fair and not to exclusively grant them this p
