[ applause ] we all know that the economic storm is far from over. while we have downsized illinois state government more than ever before, we continue to face very difficult decisions to restore financial stability to our state. suffice it to say, we must have medicaid reform and public pension reform in the coming year. [ applause ] we must have. we took the first step in 2010 on public pension reform when we enacted landmark changes that will save taxpayers billions of dollars, but there is much more to do. fixing the pension problem will not be easy, but we have n

we must build and grow our illinois economy like never before to keep illinois moving forward. [applause] in the past three years, we've worked together to strengthen our economy and make illinois a better place to do business. we've reformed our workers' compensation system. the reforms we put in place will protect the safety of our workers and save illinois businesses at least a half billion dollars every year. we've also reformed our unemployment insurance system. we've preserved benefits for unemployed workers while saving businesses $400 million dollars. we've cut red tape for employers that need environmental permits. and we've worked with our union partners to overhaul workplace rules at mccormick place to lower the cost of conventions. already, new conventions are picking illinois and putting our people to work. each of these landmark reforms shows the power of bringing everyone to the table to repair broken systems. that's moving forward. but we've just begun. this tornado hit harrisburg, illinois right around 5:00 this morning local time.a lot of people were in bed still asleep. few people heard the sirens, had a chance to seek some sort of shelter, but there was one woman i spoke with last hour, she was working. she was at the harrisburg medical center. she was working a 12-hour shift, and just before she was about to leave, this tornado hit. she took pictures as one entire wall of this med center, gone. take a listen. >> well, it was around 4:30 when we got the warning and the announcement was made over the loudspeakers to go into tornado disaster mode, so the patients started getting moved out of the rooms that had facing windows and into the middle of the building, into the radiology suite which, you know, radiology equipment is big and heavy, and so that part of the hospital is very well reinforced. and i think it was right about quarter to 5:00 when i really couldn't hear the tornado so much as i heard the explosion when the windows blew out and the wall came out. i was about 10 feet -- i'm sorry? >> i just want

senate from illinois, the man, of course, steven a. douglas. interestingly enough for young mcclellan who was just in his 30s at this point, he actually knew the republican candidate for the senate seat who ran unsuccessfully in 1858, a lawyer, a fellow by the name of abraham lincoln. he'd done some legal work for the illinois central and had worked for mcclellan in that capacity. with the outbreak of war in april, 1861, mcclellan's name popped up again and again among midwestern states and even pennsylvania, state of his birth, with the governors of each of those states vying for his services, who could capture this young man mcclellan with his war record and his record of success in business to lead their volunteer forces. it would be governor denison of ohio that would get mcclellan to sign on the dotted line, and he became commander major general of ohio volunteers, all the ohio forces being raised at a feverish pitch in 1861. so, on the 3rd of may he took charge of these forces from ohio. in 11 days on the 14th of
