in illinois, the last constitution that we enacted in the state of illinois was our 1970 constitution. in the constitution it has the pension clause. it says you shall not diminish pensions of public employees, pensions and benefits of public employees. that puts a very strict burden to what we can do with our tier 1 employees, especially, those who are under the tier 1 program who now have a tier 2 and tier 3 structure program for employees. but we can't change their pensions, we can't diminish their pensions, and that means we have to figure out a way around it. and we're obligated to pay those pension debts annually. we have to pay in every month to the pension obligations that we have in the state of illinois. so we're looking at ways to get around that. there is a lot of talk about advertising the debt out longer which is not something i'm convinced on yet. you're basically borrowing money to push it out further but that's something that gets a lot of discussion in the state. it would at least lower the payments annually to free up some money. but at the end of the day, we'll hav
