part of this goes back to the problems, the proliferation of nation-states, small nation-states, where you do not have imperial power which has responsibility for policing the local populations. i know that's bill clinton's greatest regret. i think that other african nations had a much greater responsibility. not only did the united states under clinton apologize for not helping this country, which is maybe 6,000 miles away, but i think maybe -- maybe it was holland, somebody else also apologized. i did not hear an apology from the organization for african unity. i did not hear an apology from the arab states. i think that if we believe as a world community that these things are important, we must put the responsibility on the world community. and again, for us to take the shame of having not done that, i think just ups a little more everybody else's expectations for all the problems that the united states should, shoulda coulda woulda solved in country after country when countries are not competent to solve their own problems. so it is tragic and my heart goes out to these people -- victims of isis to ukraini
