programs which is a water system improvement program and also the sewer system improvement program andeally talk about how the are structured and keep that on track. and so one of the things also is that because we do a 10 year capital plan and 10 year financial plan, it pretty much helps set the vision to where we are headed to maximize opportunities. we want to go over that. so as part of the presentation, the focus today is to really talk about where we stand in mid cycle update an also i want to talk about the puc priorities and improvement to the infrastructure. and we'll talk about the budget adjustments. as we talk about the presentation one of the things i want to illustrate and hopefully a key theme thank you walk away with is how the puc approach the physical balancing of three of our core priorities and our first priority is to really deliver high quality 24/hour for water and power and sewer. our second prior is to maintain our critical infrastructure to ensure our assets are in a state of good repair and also which is equally important is to preserve rate affordability. we

improve muni service. we know and i know >> going to talk about the fact we doesn't have one single light rail vehicle so if one goes out of service it doesn't get replaced. i know that i've technicalitiesed you where the vehicles are or aren't and some of the regular problems we see. the results in part from the investment and one of the questions is are we really going to be able to make up the funding in the building that shortchange transit. and in addition how do you see the agency becoming more efficient? i think it's a two prong thing. we need to have important funding to shore up the muni system and to accumulate the significant population growth that we'll see in the coming decades. but the flip side of that is muni getting more efficient? reducing that's costs how it uses the funding. >> yeah, so those are great questions and very big questions. i don't have a crystals ball but we're making some sdriefr. it's not where we needed to be but we got into the city's capital this year in ways the mta h

capital improvement plan over the ten years. i wanted to quickly go over what are some of the reasons for the increase. the water side of the $76 million we had regional water about $5 million with the regional water projects we have identified and system in monitoring enterprise which included about $13 million, water storage facilities and we had 9 other projects and that led for to us increase that water $76 million on the awsf which is our auxiliary water supply system which is $130 million increase that we have. a lot of it as you remember 2 years ago the awsf was transferred to the puc and the earthquake safety and emergency response bond, as you know it's under way to upgrade systems and pump station. the plan is to go to the ballot in 2014 for a hundred million dollar bond which is included in that line item. as far as waste water, when you look at a capital plan. we have a one year capital planning and the ten year is rolling. every year one year drops off and another year comes oun on. the different is the one that add

this is an economy which has plenty of room to run, it's improving, it should continue to improve. certainly rates will go up, but i think it's also the case that the labor market is going to improve, people's financial conditions will improve, if this is a genuine recovery. sure, it's a good time to buy and lock in rates now, the picture should be one of sustained improvement, not of a fed that's cutting off growth, one of a fed that's responding to growth. >> what about for investors, we've seen the stock market go from record to record. once the fed starts pulling back that stimulus, is that going to kill this market rally? >> there's going to be volatility, we've seen it today. the market doesn't move in one direction. but again, i think a fed that is responding to growth, normalizing its policy stance as the economy improves is generally a good thing, it's only when the fed needs to raise rates to slow down growth to face inflation pressures that we have a problem. that's far out over the horizon in our opinion. >> talk to us about savers, they've been complaining over the las

we are now looking at our sewer system improvement program and those same principles apply to how we go about dealing with the challenges. and so as annoy we -- you know we have a very old system and we've been pretty much operating it limping along and it time to make a new investment. we have invested bring the water to the citizens of san francisco but we haven't invested in taking the water and treating it and putting it into the ocean safely. that is the mantra that we are focusing on. as you know that we have some old infrastructure a lot of a our sewer lines of very old. we do have some infrastructure that is by recent so, you are collapse on second avenue and lake street whiches in the the paper today. >> i'm just going to comment how up to speed an timely were you on that one. i was talking to supervisor ferrel in his district. it was pretty good that you were able to catch that image. thank you for doing that. >> yeah, you are right, it's timely, just to let you know, that is an 1898 sewer. just to illustrate that we have a lot of facilities that are in a state of disrepair

we're still going to continue to improve our system. >> yeah, absolutely. you know, we have been operating that way without, you know, real long-term vision. there was the four corridors plan from the 70s or 80s precursor to the central subway. we haven't had a long-term transportation plan in the city. things still happen, improvements still get made. it will absolutely continue along that path. we're obviously pursuing -- we should have environmental clearance for van ness this summer. we're moving forward with geary after that. possible there willible others that come in ensuing years. so, this shouldn't at all be construed as something that would put a pause on everything because, again, before any kind of document likev this like this, whether it's a strategy document, full kind of master plan would be developed could take quite a long time and we don't want to stop progress. we don't have the luxury of stopping progress in the meantime. ~ >> but this would give us a sort of lens to focus on those improvements [inaudible]. the maps that we want to even

and types of improvements for your boating facility. so they met with us back in december, and then later in december, they approached staff asking us to submit an application for $500,000 for some department of boating waterway grant funds. it just so happens that at this time, it was towards the end of the year and there was $500,000 that needed to be allocated before the end of the year. so we went ahead and moved forward with the application to make improvements to this particular facility. in march our department was notified that we were awarded the $500,000. the scope of work that was in that grant application involves demolishing this facility, demolishing the old dock and constructing a new low-board doke and improvement to the access road, and installation of ada parking so the design is included in the staff report it's attachment 3. the total project cost is $621,000. at the time of the report we had the $500,000 grant and identified funding sources for the costs that we identified in the project budget. those funding source

we need a package of demand management and mobility improvement. that might not be enough to address the congestion issue so then the question becomes what are the types of things that we can do to improve the conditions for the other modes and can sort of imagine increasing challenging things and the easier end improving our signals to make them the best they can be to prioritize the speeds of transit and walker's and bikers can enhance the speed and sidewalks another step up from that would be making the entire streets only for walking, biking and transit and the holy grail, is there underground transit and additional subways in the other parts of the city. that's problem one. problem two relates to transit and this analysis assumes what if we were to get to that 27 percent reduction that we would need. well, transit issues still remain and one of the reasons we are so concerned about that first problem is because of it's impact to motorist because congestion impact the way buses can move through streets and impact how easy and safe it is to actu
