is there any such limitation in ohio? >> it's actually a building of days upon days. once the unofficial canvas is done election night, there's a ten-day period for the military and the overseas ballots to come in, as well as the late absentee ballot that is are post marked at least the day before the elecked. and then there will also be the provisional ballots. the official canvas has to begin between 11 to 15 days after the election. so it could extend a little bit after that to get the official canvas and it's at that point that any recount would begin. and a statewide recount would be done by the counties. we have a very specific process where if it's an electronic volting machine, there's a v pat daut trail that is actually a percentage is hand coutted and compared with the electronic result. if they don't match within two votes, then they go on and do a larger sample with the potential of having to do an entire hand count of the county. but having done this since 2008 in this particular process, we think that things should go smoothly. the boards of elections hav

in ohio, california, and new york always had the most fascinating politics. oing on out there? it seems to me they know. they've got to hold the governor's chair with strickland. they have to at least make a fight for the senate seat, the other senate seat. it's really gang busters for the white house, isn't it? >> there's so much money in ohio this year. the chamber of commerce just in the last three weeks has spent well over half a million dollars on ads for republican house members. they spent close to a million for the senate candidate who already had a ton of money. he used to work for president bush and has the rolodex campaign file for contributors. you look at the money the case spent against strickland, who has been a good governor but now has momentum. the president knows that it matters substantively and really also matters for 2012 for the president. the president wins ohio in 2012, he's reelected. it's almost that simple as you know. you figure he'll do well in pennsylvania and michigan if he wins ohio. the president has been in ohio more than any

president obama has been spending an awful lot of time in ohio. fact, he's made ten trips to the buckeye state and got another major rally planned there before november the 2nd so why is ohio so very important. joining me as the political analyst for the network as well as the network, is michael barone. we have known that ohio is a big deal in presidential elections, everyone shifts basically, based on ohio, but i want to talk about how this affects all of us in terms of why ohio is so important, why the president is spending so much time there? >> welcome, governor, ohio has got 20 electoral votes right now and 18 congressional districts and one of the ten largest states and it has been very close in past elections. if we go back to 2004, when george w. bush was running for reelection, ohio was a top target state for both george w. bush and john kerry. it went for bush by 51-49 margin and john kerry, some people say that somehow the votes were manipulated, actually bush carried it by more than 100,000 votes. but you can see from this map, john k

>> it's why president obama did so well in ohio because he was against republican message. i think there is a lot of that. this is -- i mean, it is easier to be gheans' happening in washington. one other thing i've found talking to voters and i've been going back to ohio for the past several months, maybe economic conditions that are so dire. in some countys the unemployment rate is 27%, a lot of factory closing. you spent sop time with robert strickland. the smallest one he's been to is a couple new employees. but he's trying to talk about that it's improving. they about neck and neck about 43-42. that is good news. he thinks that he can hold on. it's really a -- i mean, the economic conditions they are very bad and across the midwest. gwen: this is what it sounds like from the ground. when members of congress fled this week a little early to get campaigning started, what are they most worried about? >> i think one of the things they're most worried about is they did all of this stuff and they're not getting any credit over it. one of the things i think is most interesting

trade policy to restore jobs in ohio? >> u.s. trade policy needs to be fair for both sides. that is something we need to make sure of. we need international trade. ohio happens to be the number one trade partner for nafta countries among all states. we ship more stuff out of ohio than any other state. there are 12,000 businesses that depend on exports. that is about one in 13 jobs in the state. international trade is very critical. one of the things we need to do is address our tax situation. we had the highest corporate taxes in the world now. it said the last 13 years the corporate tax rate has gone down among the top 30 industrialized nations in the world. our manufacturers are at a disadvantage. we need to address that and fix that. why would anybody want to come here and build a plant went right out of the box they are at a huge disadvantage because of taxes? one company built a plant in china. they were highly criticized for it. someone said it must be cheap labor. it was not be cheap labor. it was a very highly auto

in colorado, in florida, in ohio, they're having a tough time. the second kind of category we're looking at is some veterans, people who have been around a long time, who haven't had close races in years if ever. and now their longevity is proving to be a problem not an asset. in many years it's an asset. they brought home the bacon. they're powerful and influential. they're senior members. john spratt, chet edwards. congressman pomeroy and these are names that are never on our lists. and then there are a number of democrats in the south. these are democratic incumbents and democratic open seats that opened up in louisiana and arkansas, for example, but also jim marshal in georgia. jean taylor in mississippi who we never talk about. these are southern districts that have lots of conservative voters, republican voters. in the past these members have been able to personalize their races, localize them. it's about them. they've been moderate enough to hold republican voters. and this cycle those republican voters are saying i don't care. maybe we lik

john harwood is in ohio today. nate silver is in new york. good to see you all. john harwood, we're going to start with you. wrn you're in columbus, ohio, today. first about the unemployment numbers 9.6%. there's not going to be another report like this before the elections. how much does this hurt and hamper the democrats' efforts? >> reporter: i don't think it helps democrats. i don't think it hurts them all that much because the unemployment number stayed the same. here the jobless rate is lower than nationally. statewide the unemployment rate is over 10%. this is a tough environment for democrats. mary joe kilroy in the 15th district who voted for the stimulus package, voted for health care reform faces charges from steve stivers, her oe poent. opponent. she's left with attacking stivers for having worked as a bank lobbyist. not easy to hold your seat for a freshman democrat elected on a narrow margin two years ago. >> that's a great example. of course, john boehner, the republican leader who would like to be speaker of the house back home in ohio today sort

but we saw barack obama weak in western pennsylvania, northeast ohio. did he not score well with ethnics and on the west side of cleveland. and i think what we're seeing in the polling evidence is that he's not scoring well there. so white working class and a lot of democrats like to think is that demographic base of their party, though it hasn't been for a few years, seems to be rejecting barack obama and his policies by wide margins. you've got some surveys showing approveal of barack obama among people you might classify as white working class in may tour of 22%-25%. that is dismal. he's just not striking a chord with these voters. the stimulus package and other measures were designed to -- they were designed to pump money into public employees. that doesn't do very much good if you're a private sector employee or a skilled tradesman. we've seen male unemployment go higher than female unemployment. i believe this is the first period we've seen that happen. and male voters are less likely to support democrats. i think that is moving more men away from
