we are an inclusive city. we are becoming a secular city. in which we have no regard for those that do express the fact that they are believers. he says in his book, the people's religion, that african- americans are the most religious group in the world. 53% are in church every sunday, 43% of whites. we have maybe 25% of hispanics. i am not making this a racial thing, but i am saying to you that we need to be sensitive to the peculiarities of the community and make sure that the city is the verse where everybody is welcome. we need to rethink this thing and make sure that we don't further penalize the people that have been the least of those -- it happens in this city, african americans are the least of them. we are the one ethnic group that has been disproportionately pushed out of san francisco. of this measure, -- stop this measure and we'll be a real inclusive city. >> thank you. >> [reading names] >> that is tough to follow. i am here to ask you to sever a tiny little lion that talks about the fees and fines for taxis. i put out a lett

if it is applicable, whether it overrides the city's inclusion their housing law. whether or not they go together. it is just an issue i am raising. under transportation, it says the project would provide pedestrian circulation improvements, including pedestrian access through the former jackson street. we heard a lot about this with respect to jackson commons. if you really look at the access maps, not the little arrows that go through to the western side of the embarcadero, if you are walking along jackson and you come to the jackson commons, you still have to go either left or right because you cannot cross there. if you are going right, you are right back at washington street. there is no improvement there. you just go down washington and you end up at the embarcadero. it is the same exact length. there is no improvement, in my mind. if you are going the other way to broadway, if you go up the existing pathway that is there. that is no improvement. there is a mid-block crossing so it does improve somewhat if you're trying to get across to the other side but i d

i will say that this program, obviously, we're certainly only one player in many cities, and the inclusion very program involving -- it is a joint program between us and the mayor's office of housing. i want to thank the hon budget analyst officer for taking the time to understand how we do our work and getting into details on this. we generally agree with all the recommendations. the recommendations they are making is not necessarily in that type of report, but in the detail of the report. we are working on the template to develop -- how that particular project is meeting the goals. in terms of the numbers, they are something less than 100 units a month. what is important is that less than half of those are approved by the planning commission. more than half of that number is on projects that are generally smaller projects. the planning commission only sees about how for a little less than half of the project. certainly, the reports will encompass a full range of projects. the one exception of about that number, the approval of the very large project at the shipyard at treasure island. th

city. our concern about this is how far back we have pulled this. with the non-inclusion of residential projects, several of which are referenced at the bottom of this document, we are seeing a return of the residential housing boom. if you look at the numbers that these projects generate, there would be money to afford a 1% for public art proposal as put forward in the legislation. it is my hope that this legislation continues to go out through and we can talk to the individual supervisors for the districts to find more areas to include bulk of what will be the new development in town. perhaps there is an opportunity for non-profits. we all want to see more working- class housing in san francisco and nothing that would preclude that from being built. but there are opportunities to have this funded included, which is the bulk of our concern, how far back it is scaled and the non-residential development that is currently included. i would like to see it continued in the language as moving forward with the other areas and further opportunities for the area. lastly, what is
