and for the portion that isn't indexed, what do you look for? >> it works for me us and it works for individual invesrs as well because it's low cost. often times active management is expensive and doesn't out perform the market. we found that three quarters of the time an active manager is not going to beat that broad market so it's easier for us to own the entire market. we don't just own the s&p 500. we own russell 3000. so we own 3,000 stocks in the u.s. and when stocks go up 1% we go up 1%. >> that's the smart way and the efficient way and then when you play on the margins what are you trying to do and where do you find the extra return you're looking for? >> that's part of the challenge. we often said alpha repeatable out performance is difficult to find and we're going to do it through a small cap scenario with the smaller stocks where you start to see growth and value make a bit of a difference. we'll be investing with people that do a deep dive and a deep analysis into the company and try to add value. it's hard to find those managers.

for the heat index and closer to 100 in dover. we have an excessive heat warning across the area where later in the afternoon a lot of areas will get heat values over 100 and up to 105. the heat warning is the central counties highlighted in purple. throughout the region you have to be careful of the excessive heat and take all the usual precautions. here they are. seek out the ac inasmuch as possible. if you have to work outside breaks are important. water or sports drinks or fruit juice something like that. caffeinated beverages don't work out as well in the heat. you want to keep your eye on pets, i would keep them indoors and keep them hydrated, as well. kids can go out but make sure they are taking the breaks with the hydration and ac. if you're among the elderly population it's tougher for those of us as we get old to regulate heat and sense whether or not you're having a problem. get where there is air-conditioning and keep hydrating with the drinks i talked about that's important. if you don't have air-conditioning and you
