the attorney for former indianapolis field special agent in charge john abbott tells cnn, mr.rt. mr. abbott thanks the law enforcement officers and prosecutors who brought larry nassar to justice. mr. abbott hopes the courage of the victims of nassar's horrible dream find peace. the department of justice declined prosecution on two personnel in this matter last year. the fbi has demoted one, is waiting for response from the fbi's office of professional responsibility, the other retired. attorney john manly is calling now for criminal charges to be filed. he says that there has to be accountability. and he tells me that otherwise what you're telling the fbi field offices you can do whatever you want. now, john, the big question is why, right? why would they hold this? these three minors said they would talk back in 2015 to the fbi. first of all, they only talked to one. they did not talk to all three. couple of handwritten notes. here is also what's in the report which is interesting, the head of the field office in indianapolis was just about to retire. and it talks about in t

the indianapolis office didn't tell any local officials about what was going on.to be some questions about whether the fbi had jurisdiction, given it was in indianapolis, nassar was in michigan, whether it was truly a violation of federal law. nothing really happened. eight months later, more complaints were made to the office in los angeles. a little more investigative work was done. again no follow-up, no alerting of the local officials. and it wasn't until almost a year later when this thing began to get reported in the news that the fbi finally opened an investigation, which ultimately helped to lead to his prosecution and conviction. the disturbing things are that one of the agents who questioned this first person who came to indianapolis never made a record of it and then went back and made one 17 months later to try to make it look like indianapolis was more active than it was, and that report was full of errors. and that's heavily criticized. it turns out that the inspector general referred both that agent and the special agent in charge to -- for possible

i've covered so much crime in indianapolis when i worked as a reporter.aw plenty of dead teenage bodies, mother's wailing of the street, it was traumatizing. i would go home and cry at night and i remember meeting a young man named james, former gang member just got out of prison, he not only had shot people, at least one person, he had been shot over drugs because he was in a gang and he turned his life around in prison. did he love being in prison? no but that's what gave him the opportunity to decide i want to take a different path for myself and we got together and we created an organization called circle up indeed, a nonprofit that curbs use violence and points of where instead of having programs many of these people don't even know exist or don't know how to get to, who are bringing these programs into the roughest neighborhoods for them and of peace festival and talking to them and offering mentoring and things like that and what we really need is people like james, people who have been there who know the street and we need them to lead our leaders

. >> the reports came in in indianapolis and the fbi didn't initially quite know what to do with thisg was illegal, but they said it was an established medical practice. but the report says the fbi failed to pass this along to any other office. they did interview one of the victims by telephone, but that was about it. eight months later more victims came to the fbi and los angeles. there was no follow up with other field officers and it wasn't until a year later. that lead to the federal charges and they were convicted on state charges. and also the special agent that interviewed one of the victims failed to interview. the report was full of inaccuracies. >>. >> that is the special agent in charge. this is a supervisory report. they say surprisingly while all of this is going on he was trying to get a job with the u.s. olympic committee that is of course a violation of conflict of interest problems. not on that when he was questioned about it he denied that he did. they declined to prosecute in either case. the fbi put out a statement saying the conduct of those two is inexcusable and
