it happened at about 2 a-m in the 82 hundred block of south ingleside. one man is in serious condition after jumping from the burning building. the other is being treated for burns to his stomach and foot. he's is in stable condition the cause of the fire is unknown. police officers rescued a person from a fire this morning. deputy fire she said the victim was found near the back of the building on central avenue. the victim was taken to hospital in stable condition. firefighters were able to quickly doused the faint flames that caused the fire. this causes under investigation. >> a dangerous brew of snow, rain, ice and wind is headed our way and will create the potential for massive flooding. patrick elwood is live in the albany park neighborhood with more. >> good morning. here along the north branch of the chicago river it is the relative, before the storm coming our way. it's looking pretty good. no flooding to report yet but with all of this note and as we just heard all the rain coming our way, that could change quickly. one more time let's talk ab

[applause] >> that's a good ride. >> hi everybody my name is [inaudible] and i am happy to be here and happy to feel the support even though you haven't stated yet and beyond giving bikes away being an organizer it's the leadership coming out of bike builds. our youth program has been working on environmental justice issue for 13 years and just dealing with the fact that our communities have been so heavily impacted with environmental racism bikes have been a solution to build their leadership in and our youth bike program about three years ago in the mission and what we realized that even though there's a lot of bike resources in the mission those resources are not available to low income latino families or accessible so i think really this is the opportunity to not just give people bikes but make -- support the leadership of folks who are really interested in a so

based on the work that had been done in the community by community members -- in particular, the ingleside police station under captain fulvey and staff jennifer choi and the [speaker not understood], came up with a settlement that is going to do wonders for that particular part of excelsior on the corner of mission and excelsior street. the main problem facility is net stop. under the settlement they will have to close their doors within 60 days which will be april 1st, and the proprietor will not be able to have any similar businesslike net stop in san francisco for five years. also, the settlement attacks the software company that provides the software for internet gambling. they're called figure 8 and they will not be able to provide any kind of software or work in the state of california for five years. so, it's a very significant settlement that we have and i just want to thank the city attorney's office for their work, in particular jennifer choi. i also want to thank the mill side station and captain folvey and their team for the work building the case against net stop. in particul
