as we present the different categories of initiatives and some initial cost estimates, it is also important to note that many of our initiatives impact several important community benefit categories. a specific contract initiative that is categorized under work force and economic development may also and oftentimes does have significant positive environmental impacts while also playing an important educational role. if you look at the categories, we will go through how much we are spending in each of those categories. keep that in mind. we will present you with a few specific examples to clarify this later, but we wanted to explain that although a few initiatives may be categorized as an environmental program and the costs associated may be reflected under the environmental category, that specific initiative may also have work force and economic development or positive land use impact. on the slide is a list of the different categories with approximates of how much we are spending in those areas. again, they are rough cost estimates for several community benefit areas we put together during

was there an initial scope of work, initial price, so was it done in phases? it reads like there is more. >> we have an original contract and not with parsons from 2007 when we initiated the environmental work and product development. you can see the total amount before you in the presentation, $1.7 million. this included environmental analysis on two alternatives, 12% project development. we did amend the contract in 2009 and it + 2 @ scope to the environmental work. fortunately, as a result of the scoping process, we did need to add another build alternative analysis into the mix. we also needed to build in the scope to address the caltrans approval process. the project report, we were able to negotiate with caltrans on a streamlined process, so a combined report instead of sequentially. we feel it is still something we need to do. the reason we added that later was because we did not want to negotiate with caltrans to try to get something more streamlined, so we did. it was something we needed to add to amendment a. now where we are is this proposed amendme

this evening the small business commission wants to take the time to reflect on a few key initiatives that have helped sustain the diverse economy of san francisco's small business, and that is quite a few. he co-sponsored legislation that -- and he established an economic development unit with the neighborhood initiative and the communities benefit district. we have seen the great results of the neighborhood marketplace initiatives, and it has been a critical program to maintaining commercial corridors during this economic crisis. in 2007, they created the small business center. the center has over 6000 clients, and for many of them, english is not their first language, and they would not be reaching out for assistance if not for the small business assistance center. he also raise the exemption for the first time in 20 years from 100,000 to 250,000. in response to the economic crisis, they have reactivated the revolving loan fund. they have 20 loans totaling about 400,000, and this year they have also established the central market loan fund, which is 11.5 million. due to the mayor's

it was an initial assessment. that was deliverable on october 29. we are probably going to be late because of noise we had including access to mta staff. commissioner mirkarimi: what was the reason? >> because of problems in getting access to the staffs at mta. we had a window of interviews. and the reason has to do with conditions that i mentioned before about which topics we would be limited to, and also to have questions in advance that we would be asking during those interviews. we escalated this issue to supervisor campos' office and we are in the process of getting resolution. anyway, we think this will probably have an impact on our schedule of up to four weeks. we will try to keep the process moving as quickly as we can, of course, but we have lots of time. moving on into some of the components of the audit, one key feature is what we call referenced projects. a reference project is a way to go back and look at specific projects, how they were initiated, and what the budget was at the point, and what happened during the execution of the proc
