mike inouye is following those slick conditions and the pounding on the roads. but first meteorologist vianey arana is tracking the storm's path. is this a slow-moving storm or are we talking with a wide-range storm in size? >> it was widespread across the bay area but a quick-moving storm. we got roof rain in a short period of time. the good news is we've already seen the majority of the heaviest portion of the rain and now it's going to continue to clear out. 59 degrees right now. we're going to be in the 50s. it's going to remain cloudy and clear. let's talk about satellite radar. notice, north bay getting a lot of clear, they're going to get a break from the rain. more focused now toward the south bay, the santa cruz mountains and through central california and l.a., now officially on deck. if you had any plans to travel down to southern california over the next 24 hours, that's definitely going to be a big impact. i mentioned that the bulk of the rain has already managed to push through, and we've already seen a decent amount of rainfall, especially for som

mike inouye has been tracking what commuters have been facing. >>> three hours now, over here there is the cluster. the rest of the bay very light traffic. focusing on north 880, completely stopped to traffic. there are two sites, one north of the off ramp and the other shy of fruitvale. both scenes have vehicles in the roadway. the sig alert or major traffic alert because everybody is forced off to a couple lanes here at the high street exit and getting on to city streets. it's backed up solid all the way to 98 before the coliseum. folks are exiting there. be careful navigating city streets, crowded and slick. rain at times. we're looking at that. we're also looking at the alternate, westbound 580. it comes through the orange area. mist, drizzle and big rigs are allowed on 580 meaning a different traffic flow. people should be advised into castro valley. this may be a shift that continues. chp thought perhaps maybe around 5:15, 5:30 they might have some progress. i'll check in with them again in just a few. back over to you. >> perfect. >>> across the bay area, so many of us bracing f

our mike inouye is tracking the slick roads. he's also monitoring possible incidents that could affect commuters. >> first, let's check in with the queen of the hour, meteorologist vianey arana. you've been tracking this storm's path. >>> we'll give the title to the low-pressure system because that's exactly what we're seeing right now, and it's going to be coming down really right in the middle between now and 8:00 a.m. is the heaviest pocket. you can see storm ranger scanning those areas you see highlighted in the orange and the yellow. we're seeing the biggest heavy downpours in through san francisco and some of the rain as well pushing down through the area. san francisco, south san francisco, san mateo, over along hayward and into fremont, anywhere you're driving, you'll see the ponding water. a rain shadow effect going on in parts of san jose. not as heavy just yet but we are expecting for that system to continue to push through into the early morning hours and we have plenty of rain still left to make it through. around 5

we're talking about a full closure, and here's our traffic reporter mike inouye with what you need to know. >> as i have been warning drivers for weeks, a stretch of northbound 680, in fact, this stretch, it will be closed overnight on weekdays while workers repave the road. the closures starting down here on highway 84 where it splits in pleasanton. this is going to happen monday through friday from 10:00 a.m. to 57 a.m. the overnight closure is expected to continue through april if everything goes on schedule. this is needed to make the roadway smoother. while it may cause some delays, locals say a smoother ride is most welcome. >> the freeway needs to be improved. it's been a mess for years. loud and bumpy. >> caltrans says signs are going to guide drivers through detours, local detour, if you're going north from the south bay. caltrans recommends 880 through castro valley. that's going to add 10 to 15 miles. plan accordingly. >> thanks for the heads up. appreciate it. i'm with janelle wang working on the 5:00 news. >> nice to have you back. >> it's nice to be back. what are you wo

we want to turn to mike inouye with the latest. how many lanes are closed right now? >> we're just down to one lane closed right now. they were all closed for a short period of time as they assessed what was going on. you saw the side of the big rig ripped open. they were worried about the integrity of the truck. the slow lane is blocked and that is just shy of the on ramp at gore point. it's just a short segment because of light traffic today. if you exit at richmond parkway, you're fine if you re-enter just past that crash. because the traffic volume is relatively light and we have three of four lanes open, you should be okay sticking to westbound 80. the ripped side of the truck is opposite traffic. still, that's 80,000 of truck that has to be cleared safely from the area. we'll track that, of course. >> thank you very much. >>> also breaking at this hour, a slow, very slow speed chase ends with an arrest. our nbc bay area sky ranger wag overhead as this unfolded in vallejo within the last 25 minutes or so. the chp held traffic to try to stop the driver of that sil

mike inouye is tracking a trouble shot on 880. >> exactly. we have a crash that happened within the last half hour, i would say, southbound 880 at high street. look how quickly the backup has developed. the northbound side also is jammed up. let me show you what caltrans has on one of their cameras. there's a jackknifed box truck. there's a large tow truck here and hopefully they can hook it up and pull it away. you see people squeezing by on just the shoulder. sky ranger showing you the same scene. the box truck, no reported injuries to folks involved, but there are as many as six vehicles reportedly involved in crashes that happened in the backup. you can imagine when a truck like that suddenly stops and crosses all of these lanes. another tow truck arriving and they may need more. it may be a while before they can open up all the lanes. we're tracking this. as we look at the map, you see the northbound side. the cameras are showing 880 northbound as we take a look at the live camera through the traffic map system, we see the backup forming

bob redell is live with how the local agencies are preparing, and mike inouye tracking that morning commuteeorologist, kari hall, and she has been timing out the storm for us. >> everybody is getting in on the rain now, and if not it will be there soon. we get a look at the radar with all the wet weather moving in. the heaviest rain in the north bay from marin county to parts of napa county. it's moving across the richmond and san rafael bridge as well. and it's moving into san francisco and over towards oakland and hayward. also light rain falling in walnut creek but it will get heavier in danville and san ramon moving towards dublin. we see the system rolling into the bay area. it will continue and then start to let up for the north bay about 9:00 to 10:00 this morning. notice the orange and the really bright colors moving in to san josÉ at about 9:00 to 10:00. that's the more intense rain. it will continue into the tri-valley from 9:00 to 10:00, and then taper into spots like oakland and san francisco. also seeing the rain from palo alto over to the tri-valley. we will be watching that.

inouye highway on hawaii's big island, one of the state's main arteries of transportation. lava only a few miles away traveling at a speed of one mile per hour and as the flow reaches flatter land it could slow down but a breach could still come as early as tomorrow. >> the big operation that we're facing is thousands of residents and visitors that are flocking to the eruption site to view this current mauna loa eruption is creating a safety hazard. >> reporter: mauna loa is the world's largest active volcano. this, its first eruption in 38 years shooting fiery, bright orange lava up more than 100 feet into the air in some places. while authorities are not worried about the immediate threat to nearby communities, the main concern is the negative impact of vog, volcanic smog on air quality. geologists say the volcano here is spewing the equivalent of ten dump trucks every second and in some places those lava streams, the bright orange streaks you see behind me are yards deep. officials say they are discussing the possibility of diverting the lava if the threat becomes too gr

and we had a democrat here, senator daniel inouye of hawaii, a war hero. he's a great senator and chairman of the appropriations committee, powerful chairman for years of the defense subcommittee on appropriations. and we had here in the senate, democrat, senator ted kennedy right here. he was involved in a lot of stuff. a lot of it i voted against. some of it i didn't, though. but he would reach out. and one thing about senator kennedy, if he told you something, he kept his word. and that's so important not just in the senate, but everywhere. and i remember my good friend bob kerrey, war hero, congressional medal of honor winner, former governor of nebraska, senator. we served together on the intel committee and appropriations committee. and on the banking committee, a stalwart here, democrat, paul sarbanes of maryland. we had our differences philosophically, but i was ranking, then i was chairman. he was ranking, then he was chairman of the banking committee. but we made things work because we worked together toward that end. senator harry reid, former m

you know, on the appropriations committee, i got to see the last of senator inouye and senator cochran still at their best, barbara mikulski, people who didn't have to have a perfect result to have a result, and it was wonderful to get to watch them work. senator inhofe obviously totally focused on what it takes to defend the country. he was here for his remarks, his farewell speech, the other day, and pointed out that he'd found somebody that he didn't agree with on hardly anything -- barbara boxer -- and they came up with public works bill after public works bill. senator burr, who's leaving, has been my chairman in the intelligence committee and so capable and so knowledge in that committee. he's been really incredibly helpful to me. senator portman and i have been at the leadership table in both the house and the senate. i've been in more meetings with rob portman than i've ever been with anybody that i've ever served on a committee with and it's been great. pat toomey, of course, brings incbp understanding of finance -- incredible understanding of finance issues and the economy. t

colossal senate legacy put the name leahy right up there with fellow titans like kennedy, stevens, and inouye. but pat's legendary service to the people of vermont has been more than a vote tally. over eight terms he's made a point of becoming not just a familiar name but a familiar -- but a friendly face and a committed servant to his neighbors. and it certainly didn't come easy. the way i've heard the story, pat's first senate victory came after he wisely dispatched his darling french-speaking emissary marcelle into the frankaphone enclaves of voarmt -- vermont's northeast region. marcelle is a accomplished nurse and a treasured member of the senate's family in her own right. so i know i speak for so many colleagues past and present in saying the senate will miss our distinguished president pro tempore, but we know that pat and marcelle have more than earned some extra free time to spend in their beautiful home state with their kids kevin, alicia, and mark, and their five grandkids and with the many neighbors who are grateful, so grateful for a lifetime of outstanding service. mr. leahy: ma
