in iowa they're nested. the other nesting requirement, which is very unique is to nest legislative districts within congressional districts. and the last time as iowa for my first time, iowa had five congressional districts, which was perfect, for 50 senate and 100 house districts. we're down to four, and so we've got 25 house districts at every congressional district and there is a crossover senate district. if you'll look at the iowa map, look at the congressional map, you can kind of -- you can look and see where is that crossover senate district. that that's-- that substantially constrains our options. and what the iowa court hit upon was prohibitive factors, which obviously for me as a line drawer, we don't look at incumbents, we don't look at the existing districts, we don't look at party of registrati registration. we don't look hat demographic information. i do make a cursory check to make sure there are no voting rights acts issues. one issue with iowa we do not have a substantial minority populatio
