iowa caucuses. i am about as biased as you can be on new hampshire. i say that as a journalist. the criticisms are real and they are completely legit. they are not diverse states. they are largely rural states in a time where america is becoming increasingly urban. it frames the conversation around issues that may not be as relevant to most americans. yes, we were expecting record high turnout in the democratic primary in february, officially the date hasn't been set, and that would be about a quarter of a million people, maybe 275. california has 40 million people. in terms of perspective, it has an outside influence. the criticisms are real. but when we have this conversation, what bothered me about it -- you will hear me say this a lot tonight -- as opposed to what? that is what we should be talking about. we can talk about the endless criticisms, but a couple dates matter. 1960 matters. -- 1916 matters. i'll be very quick. 1916 matters. out of the progressive era, we decided these private clubs

they have fought with iowa. the long rates there shall be -- law reads there shall be no the 70's before and after the contest. -- seven days before and after the contest. the 70's before and the secretary of state runs things in new hampshire with an iron fist. he is good about making sure he was prepared to hold the election new year's eve or valentine's day to make sure new hampshire goes first. injury is extremely homogenized. it does not look like america. it is largely white. it is frankly not as conservative on the republican side as it could be, and it is not as liberal on the democratic side. the largest group of voters in new hampshire are independent voters. that needs on election day, you can poll a ballot from either party. the basis of both parties have an opportunity to vote after being organized, as one woman said in a focus group, i never worked for a candidate i haven't danced with at least twice. it is a small state. 1.3 5 million people. you can drive the length and width of the state easily.

the iowa exactly once. we had a great victory there, but new hampshire is the state that decided. he never mentioned the iowa again the rest of the time up until the primary but by contrast in 2008, barack obama landed in new hampshire and he talked about iowa endlessly. we won iowa and now if we win new hampshire we have the nomination. suddenly, and i suppose hillary when she was asked that question how hard campaigning was contributed to it and suddenly obama lost the primary that he had a pretty big lead. you have to do well but don't you have to be careful when you get to new hampshire? >> there's an awful lot of people in iowa and new hampshire that have pretty interesting jobs because they were there early and helped to at least propel the campaigns. the key more than anything else is the current race to look at that expectation. i think she will be the nominee of the democratic party and i believe that. i'm not sure that it's the right thing for the democratic party because one of the things you loo

the other question, if he does succeed in winning iowa, iowa, new hampshire for that matter, they are not demographically representative of the rest of the country. certainly, of the democratic party. you look at the democratic party. these are 2016 numbers. about a quarter of the electorate nationally in the democratic primaries next year will be african-american. virtually no black voters in new hampshire and iowa on the democratic side. much bigger numbers when you get later on including south carolina and by the way, i can tell you just in the last two minutes, brand new poll out of south carolina from quinnipiac. so new, we don't have the graphic but i can tell you biden leading in south carolina in this new poll with 33%. yep. and pete buttigieg continuing to struggle there in a state with a majority black electorate. 6% he's getting in this new poll. >> all right. so people who watch you, steve, think that you are the guru of all things that are happening and making sense of these polls. but you have a remarkable sense of perspective. and in your book you've written about this.

is this an instance of maybe what happens in iowa stays in iowa? that's one of the questions, would this be bigger than iowa. also another question, is he peaking too soon. this is what it looks like on the ground in iowa right now if you picked up the biggest newspaper in the state on sunday. you put the poll result there, 9 point lead now in the signature poll out in iowa, the des moines register poll. competitive democratic caucuses, this poll having a lead in this poll, the des moines register poll at this point. how have those candidates done in recent elections? we can show you the most recent election, democratic side, hillary clinton was the leader at this point ruffle in the des moines register poll and they won 48% in the pole, 49.9 on caucus day. 2008, barack obama with 28%, he led in the des moines register poll around this point, won the iowa caucuses. there's a good track record, but it is not a perfect track record. think back to 2003. remember this guy? richard gephart. he was the leader in iowa at this point, second place in iowa a

would i put all that energy into iowa if i'm harris? maybe not. maybe look at south carolina. she doesn't want to wait through the early states so i was critical. getting momentum even off of a decent finish in iowa would be crucial for someone polling the way she is right now. >> "the new york times" had an interesting piece this week talking diversity of the field and they point out that, you know, you look at who's leading the polls. they're all white. and then, you know, add in the fact when you look at the fund raising, the people who are leading are all white. as a result, you know, when we look at the debates next month and certainly in december where the requirements are that much higher we may see only one person of color on that debate stage even though this is the most diverse field in history. keith, how important is it to have voices and candidates that represent, you know, minorities in this contest? >> it's crucially important. i'm saying this for weeks now, in the past couple of days especially, particularly coming to the african-american community, african-ame

because iowa's the first state. jon: all right, but the you take a look at -- if you take a look at the polling in iowa right now, she's not even in the top five. you have warren at 22.3%. this is the real clear politics average. pete buttigieg at 17. joe biden at 15.7. then sanders and klobuchar rounding out the top five. kamala harris is obviously nowhere near the top. is focus on iowa going to get her anywhere? >> she's not committed to new hampshire. there have been photos circulating today about all of her offices that have been effectively closed. nobody's there. nobody's doing anything. so an all in strategy for iowa may sound good if you're a harris supporter but by the same token too, nobody is really supporting her in iowa yet. there are a lot of undecided voters still. the poll numbers you just put up are for the people who have made up their minds. but there's a dwindling number of people who haven't made up their minds at this point. if kamala harris is going to stay in this race and have any success, s

that would require him to either win in iowa or finish a strong second in iowa. new hampshire after that is not much better for him because he's going to be squeezed from the senator from vermont and the senator from massachusetts. new hampshire is home state for them. if pete buttigieg does well in new hampshire, he's going to have that momentum that will push him there and joe biden is going to be risking being in fourth place. i'm wondering with all these stories of joe biden running out of money with yet another poll showing the supposed front runner fourth place in iowa, how much concern is there among biden fundraisers and among democratic bundlers that this is maybe not horse they want to bet on? >> i would say there's a lot of concern, joe, for all the reasons you say. that the fundraising for joe biden didn't go well in the third quarter. these polls in iowa, as you know, biden -- iowa for biden in 2008 didn't go very well either. he doesn't have a great history in iowa. finishing third and north iowa fourth in iowa as the presumed front runner would be

yes, an upset in iowa could change a lot of things. more crowded contest that bloomberg is waiting for. first we track out joe biden, where he has been all the way back to april. there's joe biden. then you bring elizabeth warren into that. joe biden has had a few ups and downs. warren came up. now she's sort of plateaued. senator sanders has been essentially a straight line. he has a solid core of voters who aren't going anywhere. then you bring in the surprise candidate of these four, mayor buttigieg. he's way down at the bottom below 10%. this is our first poll that gets him up into double digits. the biden line is up and down but resilient. his argument constantly is i'm winning. >> he's winning nationally. what he needs is for iowa and new hampshire to be a split decision. the worst outcome for biden is somebody else wins both iowa and new hampshire. that's when real momentum kicks in. john kerry did that in 2004 and the race was pretty much over. if there's a split decision, if it's buttigieg in iowa and warren or sanders in new

she's cutting staff, going all in on iowa. but if you look at the polling she's been losing ground in that state. that 3% in the latest polling, how do you explain this strategy? >> this isn't good news for kamala harris to be honest about that. because her allin on iowa strategy, she's not in the top three. her campaign explained why it's yanking staff and redeploying them to iowa, it said that she had been there five times in the last month. it boasted about how she had been there ten more days than any other candidate. and then you get this poll that shows it has nts helped her whatsoever. so now her campaign is basically pulling out of new hampshire altogether in order to focus on iowa, on south carolina. what they're hoping for is what i call a slingshot effect. which is that if she can do well in iowa, it will really help her on supertuesday when her home state of california votes. on supertuesday there will be a lot of voters in california, but the vote by male begins on february 3rd. if she doesn't do very well in iowa
