i held a roundtable a couple of months ago with iowa law enforcement in davenport iowa and one thing that i heard constantly is that officers recruitment and retention is a major problem. there are not enough police officers to go around and there's not enough young people joining the profession most new hires they are seeing come from other law enforcement offices so one person, one department gains a person and loses a person. the question that comes up is how we can ask young people to join the profession if we don't take care of them how can we ask them to protect us if we don't protect them and if we don't have enough officers we can only expect to see other violent crimes get worse. cultures diminishing respect and the lack of protection to continue down this dark path permitting more families to face the same fate as ours or you can do something about it. you can listen to the problems we have, develop a plan to fix them and save the lives of our officers. i agree with kathy and i hope this hearing will help to examine all aspects of the crisis for police and how we can help p

that's what's happening in iowa for one teenage sex trafficking victim. 17-year-old pieper lewis, who15 years old, is now being ordered to pay his family $150,000 in restitution as well as serving five years probation. iowa law requires the court to sentence offenders to pay at least that amount if they kill someone, regardless of the circumstances. a gofundme campaign set up by one of lewis's former teachers is almost at $400,000. cnn's lucy kafanov brings us the details. and we want to warn you, some of this information is rather disturbing. >> reporter: outrage is growing in the case of an iowa teen sentenced to five years' probation for killing her alleged rapist, ordered to pay the man's family $150,000. >> the court is cognizant that you and quite frankly your supporters may be frustrated, even angry with the imposition of the $150,000 in restitution to mr. brooks's estate. >> reporter: pieper lewis was just 15 years old when she stabbed 37-year-old zachary brooks to death inside his des moines apartment in 2020, where she says he raped her multiple times. >> i wish the events t

the teenager was able to escape prison time, but this payment is part of iowa law.never disputed claims that lewis was sexually assaulted or trafficked, so regardless of the sentencing in this case, this is a young woman who is for life going to be deeply scarred and traumatized by these horrific experiences. she described running away from a difficult home experience as a teen, winding up with no place to live, eventually moving in with a man who forced her, sometimes at knife point, to have sex with other older men, including zachary brooks, who allegedly raped her multiple times, including while she was unconscious. she described waking up to the rape, snapping, grabbing a knife, stabbing him to death. here's pieper in her own words. >> i wished the events that took place on june 1st, 2020, never occurred. but to say there's only one victim to this story is absurd. >> her attorneys were pleased with the court deferring her sentence. she was facing 20 years in prison after pleading guilty to voluntary manslaughter and willful injury for killing her alleged rapist.
