d.c. council is debating a controversial new law to allow you to carry a gun in public. richard gordon joins us live to talk about it. >> reporter: this morning we have heard a lot of arguments about d.c.'s new gun law, what would be the the new gun law. however, it seems there is not a single council member that actually wants to pass a new gun law. the issue at hand is a conceal carry law to allow owners to walk around the district with a gun concealed on their body. however, there are restrictions in the proposed bill. you could not go to a government building. you could not be near a school, bar or any establishment that serves alcohol. you could not ride on public transportation with the gun. the reason the council is forced to take some action is there was a judge that determined that d.c.'s gun law is not in accordance with what the the supreme court has said. there needs to be change to the gun laws. that's why the council is debating this. what would happen in you're in a road rage incident and someone has a gun. what happens if you're on a date and you don't kno

this is d.c.'s response to the federal judge who struck down the ban and imposed a stay to get the city more time to rewrite the law. dave, the legislation is expected to pass. but to get a concealed carry permit, you have to take a more extensive safety class and deal with more red tape. are guns rights advocates going to be satisfied? >> the issue is probably that they won't from what i'm picking up. they're never satisfied unless more and more restrictions are taken -- are relieved. however they're happy the district has moved as far as it can. phil mendelson said we can't stop guns from being on the streets. we'd like to. but we'd like things as safe as possible. they will have these restrictions. it will be interesting to see if this produces anymore legal activities or sulgs to refine the issue from the standpoint of gun people and make it easier. >> it's likely to satisfy the courts, won't it? >> i don't think it will satisfy the court, one aspect of the court. someone will file a lawsuit sa

eastern high school is open today for school. >>> today d.c. leaders will take a closer look at the accuracy of speed cameras in the district. that hot-button issue has been under increased scrutiny as it is geared towards money making. now a look at what the d.c. council will try to accomplish the. richard? >> reporter: hi, aaron. d.c. police relying more on technology. that's why they have all of these cameras up armed the district. the speed cameras, red light cameras. these are bringing in a lot of money. about $89 million a year. the inspector general putting out that report. that's just ha. on parking tickets and those given by actual police officers, they are bringing in another 89 million dollars. but there is controversy when it comes to the cameras, especially with this new report that said it's not always the right person. not the person that broke the law that is paying for the tickets. so here's the scenario that is being presented. a speed camera takes a picture on a two-lane road. two cars going by. it's haar to determine which on

[laughter] washington deals is a very -- washington, d.c. is a very, very funny place. had the opportunity to work here now five different times. first time i was here, i was an intern. there was no job too menial or too lowly for them to give an intern to do. [laughter] learned a lot about the copy machine, the coffee machine and those kinds of things. came back here, i worked in the private sector. the third time i was the e.d. of of the bipartisan commission on the future of medicare. i believe we were torpedoed because the president at the time, president clinton, couldn't control his lust. came back a fourth time, i was an assistant secretary in the bush administration. now, it was an honor to work for president bush, but i also saw firsthand some of the waste in federal government, how they spend our tax dollars. but the most interesting time i came to d.c. was the fifth time. i had the privilege to come here as a congressman. and let me tell you, when you come as a congressman, it's a whole different experience. it's like somebody gives you the secret password. i
