as a result of this new approach, thousands of rhode islanders have already gotten good jobs. and other states are looking at us. other states are looking at rhode island as a model for how to do effective job training. our goal, our collective goal, is provide job training for any rhode islander who needs it. and so the budget i submit later this week is going to make it easier for adults to get a degree at ccri, and it expands the real jobs rhode island effort. what that's going to do is guarantee job training and apprenticeships for thousands more rhode islanders who need these skills and credentials in order to keep up and get ahead. now, two years ago, and again i want to thank this assembly for their support, two years ago working together, we took an historic step as a state. we took an an historic step and made community college tuition free for any high school student. since then -- since then the percentage of students on track to graduate from ccri has quadrupled, enrollment as doubled. and i can't go a week without somebody stopping me and staying that the promise scholarship has changed their life

island. i'm a little late, i didn't get a lot of the foreground of the conversation, but i want to make my way out, give my voice to be heard. i speak for a lot of us. we are having meetings on the island regarding this situation about tolls and more revenues being generated off of the people who already live there. there's a lot of interesting points that are coming up in conversation that i think are valid relative to this, like if developers and people that are actually bringing more life, more units, more retail to treasure island, that really has nothing to do with the people who are already living there like me. i understand that it is congestion management is the goal to impose a fee to people who live on the island, and a lot of us go on and off throughout the day, but if we don't have anything to do with causing the congestion or increasing its, then i don't think it is really deserving to impose more money to be spent just to drive on the island to get to our homes if we don't really have anything to do with it, so i'm a pretty fair guy, i'm about people making revenue, and the government generating what they need, but i think it is bad e
