causing the boat to capsize and we're get new video of a rescue of more than 400 migrants by the italian navyrd a fishing vessel headed for the italian coast. karl penhaul is joining us live from catania in italy right now. what's the latest on the recovery and the investigation? >> the more you look at all this wolf you just see that this is a myigrant crisis escalating with every hour that passes. in terms of the weekend shipwreck as you rightly point out, a syrian and tunisian being accused of captaining that boat and being involved with the smuggling ring they are under investigation by the italian prosecutor and also what the italian prosecutor is looking to do is interview the survivors who were plucked from that ship and to find out a little bit more about exactly how many migrants were on board there, who possibly was behind organizing the people smuggling racket and so that hopefully could help italian authorities to crack down on this in the future. if you look at the panorama right now, it is horrendous. two italian navy ships currently making their way to sicily with more than 440

some traffickers get arrested, the crew found on those ships if captured by the italian navy, others try to mingle with the migrants themselves. a case i did in january a big oil tanker had been bought and engine disabled just off european territorial waters and then the people crewing that tank mixed with the migrants, hoping to pass themselves off at refugees. you can see different tactics are used, but in general the traffickers largely get away with it. >> after landing in italy a lot of refugees end up living in countries across europe. are they offered any help? >> there is some help, but the argument that they put forward by humanitarian groups is that that help simply is not enough, given the wave after wave of migrants that are reaching the shores of these southern mediterranean countries. italian authorities generally help people move further north. they turn a blind eye to refugees spotted on the roadside. it dependency as well where those refugees have come from. if from syria many of them actually have some money in their pockets and have plans usually to head north to c

these are more than 300 african migrants, many of them from somalia who have been coming off the italian navy ship here in the port of augusta just before nightfall. they were picked up in the mediterranean. when they come off the boat they go to this red cross tent where they get instant medical assessment there. and then they're being made to sit down in rows here in the dock. most of them are men but there is probably at least 30 or 40 women amongst them, and i have seen one little girl. now the aid organization say that the chirp have told us that they've had a very harrowing journey that many of them were held in a detention camp in libya for several days, and a number of children died in that camp just before they embarked for europe. well now they've arrived. they're taking their first steps on european soil, but this is by no means the end. many of them want to leave italy and move further north into europe. this is just one stage in this exhausting long and dangerous journey. >> indeed, because they set sail for libya many of the migrants will already endured long and arduous journey

using perhaps the italian navy to support this. what are they listening to your proposals?t has been the reaction when you have put forward such suggestions? vincent: so far, countries are divided, the cousin they are scared that any robust search and rescue operation will bring people to europe. but the land borders are closed so more people will come by see. -- by sea. other countries and north africa are going to do the search-and-rescue and people -- this is not going to happen in the short-term. there is no quick fix. they need to manage their migration to build their asylum system, but in the meantime europe has to assume responsibility for search-and-rescue. the refugees need to be returned to their country of origin. caroline: it is quite phenomenal, the numbers -- 35,000 asylum-seekers so far this year alone, the 1600 deaths -- do you have a view on what the numbers you are expecting? something phenomenal like 290,000 in search of asylum last year. vincent: when we look at the numbers of people that came through the eastern mediterranean last year 215,000 people cr
