italy and malta which lie close to the north african coast say it's unfair that they have to accept so many of those coming to europe's shores at the end of september interior ministers from italy germany malta and france drafted a plan for a fairer distribution of migrants among e.u. countries they agreed on a mechanism to automatically distribute the migrants arriving by boat for no it looks like these 4 countries a failed to convince most e.u. member states to join the scheme. well for more on this story now i'm joined by the w. reporter honest arrested here in the studio with me good to have you with us so not as many countries perhaps as expected actually go to board with this plan i mean what was the issue why well actually the issue is mostly up to friends and opinion when it comes to how europe should tackle migration so you have kind of the eastern european bloc as it's called it includes countries like hungary like poland refused to take any migrants and all together and then there are some countries that in general now it was 12 that said that they could take in some microphones rescued in the mediterranean but many of them are actually very afraid of being part of a binding

with this mechanism is that so far only 4 countries have agreed to participate in it germany italy france and malta and if you do the math that gives germany a pretty large share of those refugees so far about a quarter of those that are rescued at sea so 25 percent it sounds like a lot and will see a hole for the german interior minister got a lot of criticism because of that in german and many but if you look at the actual numbers it's not that much the interior ministry is operating with 225 refugees taken up by germany so far so it's no wonder that policy holder upon arrival here in luxembourg said that this discussion in germany was shameful given the very small numbers of the e.u. member states have been deeply divided on migration policy over the years what are the chances that the ministers will actually reach a consensus on what's being proposed today you know you have to remember it's very limited in scope what they're talking about this this relocation mechanism it's only for the central mediterranean route and it's only for those that are rescued at sea so you would think that it wouldn
