joining us now, following the first phase of reopening is the mayor of ithaca.e you with us this morning. >> thank you so much i really appreciate it >> what are your expectations for phase one and what are you seeing on the ground in terms of reopening? >> sure. we are cautiously optimistic i am very proud. we are very proud in ithaca to be really an economic engine for our region we're the fastest growing economy in the state we're one of the fastest growing in our country we have the lowest unemployment. better jobs figures than new york city, and that's been the case for about six, seven years now. we shut down our economy very quickly and did a tremendous job of social distancing our people here listened to the scientists, took it seriously, and we ramped up our testing capacity so, in fact, we've had zero co-vid deaths even though we're in new york state, and we've been testing our testing capacity is through the roof all those things tell us that now is a safe time to begin reopening, and particularly around construction, we think that's positive. we cann

another recent headline, then and now, how ithaca responded to the spanish influenza epidemic of 1918. i talk about influenza when i talk about world war i. a shout out to the library of congress for this year's conference. here is a primary source saying, here are the things you can do to prevent the spread of the 1918 influenza. looks very familiar in terms of what we are asking people to do on a national and international level now. so my classroom, when i get here, i bring up a gis map, and it shows the contagion of the virus, of the flu of 1918. there is a great website at the institute for health metrics and evaluation, produced by the university of washington. they have map present a dynamics in the u.s. i'm going to show you that map. this is a live map that can show all sorts of different data in real-time. when we want to show risk factors, i can show smoking daily. this shows a map of where people smoke, but i want to show you what happens when i bring this time slider to 1996 and push play. think about what is going on in our own society when we think about social history,

then there's on the flip side, as we just said, ithaca that thinks they'll have more information come, so they're pushing back their start time until october hoping that by then some things have sorted themselves out. so which -- which school of thought is right? >> i don't think we know. i think what we're seeing is a lot of different plans because, quite frankly, we don't know what direction things are taking. at the current moment i would not be able to tell you which is the right -- the right way to go. i can say, though, that clearly as we have more testing and clearly as we have more capability to test, we will be able to do better decisions. so as more testing becomes available, better decisionmaking can be made. you can make more contact tracing and early identification of cases. so when that will happen will determine what i suggest colleges will do. >> one more question on schools here. what's the difference in consideration between colleges and universities and grade schools in younger kids? >> well, i think there's many differences. number one is the fact that it -- with y
