so, jack brown -- >> host: so, jack brown, why did the cell phones go down last week during the earthquake? >> guest: i think part of it is the systems got clogged. a lot of people -- private/commercial, the system was just overloaded. >> host: so what was your experience with the earthquake and arlington county? how did you communicate with your various emergency services? >> guest: actually, we did it by radio. where i would normally use my cell phone. in fact, my emergency communications commander called me on the cell, got through to me within the first minute or two. i was not in the office right there with him. we communicated and i had to, actually, go back to my office in my car. but by the time i was in my vehicle, there was a communications channel set up on our public safety radio system. so we continued to communicate, but the device that we use day-to-day just wasn't working for us. glrs given, though, and i just want to follow up on tim's point, given that this is a multijurisdictional area, chances are you probably wanted to communicate with alexandria or washington, d.c. or

jack brown is the director of emergency management services in arlington county, virginia. tell us first of all your experience on 9/11 and then the ability of your emergency communications. >> on 9/11, i was the assistant fire rescue chief in loudon county, virginia. i have returned about five years earlier from fairfax county, where i spent almost 30 years in the fire rescue department there. and 9/11, all the area of fire and rescue departments participated in one way or another at the events at the pentagon, either by responding to the scene at the request of the arlington fire department or in filling in at their stations. early in the afternoon on 9/11, a crew of firefighters and myself were assigned to one of the arlington fire stations and we were subsequently asked to come down to the incident site and work for assistant chief schwartz at the time, now or fire chief. i became a planning section chief working for cheap schwartz, developing plans and working with logistics and doing a lot of these work that needed to be done. >> as 9/11 wasn't folded, particularly at

jack brown, do you agree with the necessity of the d block? kimmage yes i do. our biggest concern with public safety is reliability and we feel the public safety community should have control and be able to set it up and not necessarily have to depend on outside carriers. estimate also join in on the communicators is the homeland security reporter for congressional quarterly two. everybody seems to think it's a good idea to have the interoperable communications. looking at why congress hasn't done this i'm asking you to explain what are the obstacles, what are the problems, why hasn't this happened yet? >> i will tell you my view and that is there are people who believe there are different ways of approaching the solution in the way the public safety believes so we are growing bipartisan support build in the house and in the senate to support what we believe is the right solution and that is basically the language that is in 9/11, but at the same time it is not unusual in congress to have their own opinions and be sure they know the people affected so that this

and will you root for the stealers against the browns and the bengles when they play? >> well, jack, i'm going to tell you, let me avoid that. i'm an indian'sn. i' hillary clinton. turf tell you, i've been disappointed with some of the thing that is the steelers did last year. i don't want to get into this exactly what causes my disappointment but i kind of lost interest. here's kind of the way i look at it. i want ohio to rise. that's important to us. and what would be better than to have the browns and the bengels have tremendous seasons and get them both in the playoffs and i would love to have the indians. i think it's a little late for the reds but i would love to have the indians knock off detroit. being from pittsburgh, cleveland and pittsburgh are like twins if i have to tell you one funny story. i was up there and i was with a bunch of cleveland folks and i was announcing something on workers comp and i said i'm from pittsburgh and some guy booed and i said when you win a super bowl give me a call. so the next day they put it up on some posting casic trashes fan. >> i quick

jack talked about. we have multiple levels of government that don't talk to each other. >> brown: that's not changing, though that's not changing in-- but what is changing is the balance between federal and state is reiter, i think, this time. what essentially the federal government is suggesting is that's we still have a meade to move our country ahead quickly in education, both for all kids and for the kids who have been behind. but we're going to set the goals here, keep that tight, but keep looser how you get there. and so what i think this is likely to do-- although it won't happen overnight-- its to begin get more ownership for states and fewer conflicts between federal and state ideas which should make it easier for reform-minded'dicators to move ahead. >> one of the examples proposed is relaxing some of the restrictions on how we can allocate and spend the different title funds, title one, title ii, title 3, et cetera, which is part of the federal allocation. it gives me flexibility to figure out where it best to place those resources instead of in a printive that may not work for us in fairfax. >> b

oftentimes we hear about brown marmorated stink bugs burst from homeowners and that is when we know we do have populations that are becoming established. host: jackn the independent line from pittsburgh, pennsylvania. how are you doing? caller: i have a very nice garden, so i am really interested in these stink bugs. this is for sure, but there were stink bugs on the side of my house, and i found a really big praying mantis in my garden. i took the mantis and he went right over and started eating these stink bugs. if there is a way, and he ate quite a few of them, but if there was a way we could speed up to breed these mantises, that might really knock them down a whole lot, because they do eat a lot of something that they like. they do for sure eat these bugs. host: track from pittsburgh. entomologist tracy leskey. guest: some of the general creditors will eat these stink bugs. what you are describing is enhancing biological control come whether we enhance a lot of a particular species to help take down the brown marmorated stink bug, or in a case like kevin was describing with the classic biological control problem where we look at natural enem
