>> jack cafferty is here with "the cafferty file." jack? ?a decade. the 20 cities show an average decline of 3.5% from a year ago and that's put home prices at their lowest level since november 2002. experts say foreclosures and other distressed property sales are the main challenge. some of the hardest hit housing markets include atlanta, charlotte, north carolina, chicago, las vegas and new york. the worst is atlanta, georgia, where prices fell a whopping 17% in a single year. home prices in atlanta haven't been this low in 16 years. the numbers are scary. for many americans their homes are their biggest asset and it's hard to imagine how the nation can manage an economic recovery with the housing market still hurting so badly and things might not improve for a long time, a very long time. the economics professor robert shiller says a total recovery of the housing market in this country can take a generation. schiller says he worries that we might not see a major turnaround in our life times and it's not just home prices that are suffering.

. >> jack cafferty is here and he has "the cafferty file."he secret service colombian prostitution scandal keeps heating up and it is unclear at this point if resignations of the agents at the center of it will be enough to put out the fire. more resignations are expected now this week in addition to the three we already know about. a total of 11 members of the secret service including 20-year veterans have been implicated in this. they're accused of bringing 20 prostitutes to a hotel in cartagena. as many as ten members of the u.s. military are being questioned about potential misconduct. this includes five members of the elite army special forces. the whole thing's a mess. it's a bit of a national disgrace and a potential security risk for president obama. so what's being done in washington? the house oversight committee is investigating. there will likely be a review board set up to find out whether this was an isolated incident or part of a broader secret service agency culture, but some people don't think that's enough. at least one cong
